Played this deck today (Don't remember a whole lot, but I'll still write it up):
Round 1 (Against Burn):
Game 1: Keep a 1 lander, proceeded to draw no land. got burned out.
Game 2: Keep a much better hand. But he burned out my Deathrites.
0-1 (0-2)
Round 2 (Doomsday):
Game 1: Thoughtseized and took his Gitaxian Probe and he proceeded to not draw anything, and I rode a Bloodbraid to victory.
Game 2: He combo'd off early.
Game 3: Played Hymn turn 2 on the play, hit two lands, but this did him in (took his only fetch)
1-1 (2-3)
Round 3 (Ad Nauseam Tendrils):
Game 1: I literally didn't know what he was playing other than I guessed some type of combo. I'm not sure what happened, but I put him on a fast clock and won.
Game 2: He kept a one lander, I wasted it and Pyroblast'd his Brainstorm. That pretty much crippled him.
2-1 (4-3)
Round 4 (American Delver):
Game 1: Got two Deathrites going and had answers to his threats with a BBE cascading into a Abrupt Decay to kill something on the board.
Game 2: He played multiple Meddling Mages and RiP and that was the end of me.
Game 3: Fetched a non-basic instead of swamp to lead out (big mistake). He Wasteland'd my first 3 land drops. Had two Stoneforge Mystics out, a Sword of Feast and Famine and RiP. Top decked a land two turns in a row to cast Pernicious Deed, cracked it one turn later to stabilize. Got the punishing fire engine going with a Deathrite out and had answers to everything he played. Finished him off with Goyf,
3-1 (6-4)
Finished 4th out of 12 people. Not bad for my first event in 18 months. Definitely need to work on SBing more, grabing basics in the early game, when to cast BBE and just general play decisions.
Great to see Storm winning a Grand Prix. I just took my TES deck apart to make Reanimator but his take is quite interesting. Might give Storm a try again.
His version of Storm looks very interesting. He appears to take the best parts from builds like TES and ANT and then combined them to get his decklist.
Oddly enough the probability of this happening aren't slim to none, but in Dredge you are more than likely going to not go all in turn 1, a different scenario is just Breakthrough, 1-2 dredgers, an LED, and a Rainbow land, can net you the t1 kill
True Belcher rarely wins through its namesake usually just a ton of Goblins, I think SI also usually wins through Tendrils, but I don't have enough experience with the deck to determine that
SI also usually wins with Tendrils, however certain lists also run a few Charbelchers as a secondary win con.
With that big of budget and being in the process of getting shocks and goyfs, RUG delver in modern is definitely a playable option. You'd just need cliques and a couple other cards. WUR delver with isochron scepter is also a pretty good deck.
Other than that D+T, Gifts varients, Jund, and non-UW tron also seem like good options. They all can be competitive; I'd say D+T takes the most skill to master, but it's my favorite of course.

Just started playing Magic again after a 5 year hiatus, currently play Legacy but looking to build a Modern deck as well.
Favorite Playstyle (Aggro, Midrange, Control, Combo): I'd probably say Tempo, I play RUG Delver in Legacy and really like that deck.
How Competitive (For Fun, Local Tournament, MTGO, PTQ/GP): Local Tornaments, but would like it to still be competitive enough to take to a PTQ
Favorite Cards/Colors: Favorite color is blue, I really like Gifts Ungiven, but have never played it in a deck.
Budget: $250 plus I can probably trade for some stuff.
Staples Owned: 4x Dark Confidant, In the process of getting 4x Tarmogoyf, have all 40 Shocklands, most of the Painlands (I think I'm missing 2 U/B ones and 1 U/G one), All the Tron Pieces, Remands, Wrath of Gods, 4x Aether Vial 4x Arcbound Ravager, 4x Chalice of the Void, most cards from the Ravnica and Timespiral Blocks
Decks I have been looking at: Death and Taxes, UW Tron and other Tron Varients, Affinity, Jund and a few Gifts decks
Definitely proxy decks up before buying into them. I bought the pieces for Reanimator and regretted it soon after because I grew bored of the deck's strategy and found that my other graveyard based deck (Dredge) was way more fun to play. I kept the Underground Seas and Show and Tells, though, which was nice.
Also, try to tailor your purchases to pieces that can be used by several decks. Investing in a playset of Wastelands, for example, will serve you better in the long run than investing in a playset of Sneak Attacks because the former fits into more decks (unless you really like Sneak and Show).
I'd say that is the biggest thing. You don't want to invest a ton of money into a deck and then realize in 2 weeks that you hate playing the deck.
I would wait till the Legacy GP this weekend is done, take a look at what decks placed, proxy them up and then play test them to see which one you like/enjoy playing.h
Whatever SB list I grabbed only had 1, I'm most likely going to add 1 posssibly 2.

People play Jund and that deck has a similar price tag.
I've thought of switching my Jund build over to Assault Loam (I have all the cards to switch over). But I can't get to many modern events atm.
