Command tower is only useful in multicoloured EDH decks, while Sol Ring is useful in any.
That plus what the others have mentioned about 60 card Casual.
This is what I was going to say. To add to that, Command Tower is only really special in 3+ color decks, otherwise it's just a dual which is fine but it's not like you need every single land coming into play untapped in EDH. So there are plenty of absolutely dirt cheap replacements, even if it's just a basic land or a cipt dual, even for the higher colored decks. Sol Ring is a ton of power, there aren't to many things that can imitate it as easily and those are all more expensive($) than it.
Only good in aggressive decks imo. Punisher mechanics need an enabler to sway the opponent one way or another.

Thought about it a bit more. Could just make a control deck with a ton of removal, and b/r is definitely good for that. Esper decks do just about the same thing right now. That said, still much better clocks out there.

I saw a thread somewhere of someone that had samples sent over to him. He asked whether they were really shut down and the guy said it was just another employee saying that since they were getting so many inquiries/orders. There was a snapshot of the conversation.
Just posting this so people don't think anything was stopped.
China has no regard for IP/CR laws in the states. Whoever believes that they sent some Chinese SWAT team to raid the place in 2 days is deluding themselves.
