Fortunetly or unfortunetly (depends on how you look at it) when your dealing with a high level tournement with big prizes on the line there are always going to be people trying to game the system to win (Saito stalling at the GP and Craig Wescoe come to mind most resently). The judges are there to prevent this kind of thing but most events have a lot more players then judges and they can only be in so many places at once.
Now that I think about it pro magic has had a heck of a bad summer for scandles.
First off, Finkel was caught cheating at a Columbus Prerelease back in Masques block, but no action was taken because the opponent couldn't prove it. Secondly, Wescoe didn't even do anything- literally at all in that situation.

Play both. Both are effects that make the deck run very well.
Leyline of Punishment's viability is questionable. If you really want an effect like that, play Sulfuric Vortex.
