It looks fairly good but I think you might want to include a sideboard. Maybe some swords to plowshares and force of wills for goblins and Hatred and something (can't think of anything of the top of my head) to stop landstill type decks from countering pieces of the combo.
Scepter/Chant hasn't been seeing too much play recently as a result of it having no chance against Raffinity but could dissension's control cards have changed that? Condemn can take down that massive ravager for 1 mana and Spell Snare can keep it out of play. The deck is even great vs. Tog because even if they gain a lot of life you can stop them right there with condemn until you get out the combo. You can also deal a hard blow to either deck with meddling mage. Your finisher's can deal a lot of damage given infinite time so I wouldn't worry about the life gain. I think a crossing of Scepter/Chant with Standard control's new UW deck could make an impact on Extended. What do you think?
Kamigawa block had about 10 very good cards and a decent storyline. It was cosidered a so-so set. Ravnica block is incredibly balnced, has tons of good and interesting cards,and revolutionized magic. It's cards see heavy play in every format and WotC themselves says it's the biggest success they've ever had. You be the judge.

Kill the weak, only allow the strong to have children, or submit to the end of human evolution. I personally support number two but realize that there's a problem: who decides who is "strong"? It's a very powerful deck that doesn't really have bad match-ups and demolishes the current favorites: Tron and Zoo/Gruul.
