Anyway, M10 Creature types is not a hint of Zen creature types. M10 Creature types were chosen for their traditional flavor. Most likely intrerblock synergy was not taken into consideration.

The 3/3 is good. Protection from blue is useless without cannot be countered so this card complements the protection clause well.
You can attack with your 2/2. If he lets it through, you deal 2. If he attacks back next turn, you kill his own creature with Harm's Way.
If he blocks, you prevent 2 from your creature and target his face. You killed his creature and hit him for 2.

For 2/2 I guess Shock and Harm's will play mostly the same.
The difference will probably lie in:
You'd rather have shock when:
X/2 creatures where X > 2, like the ball lightning example.
You want to kill an attacking 1/2 (does this happen ever?)
You'd rather have harm's way when:
The 2 damage you prevent is significant, like saving a creature (card advantage) or your life (acts like a mini lightning helix)
Harm's Way scenarios come more often, which implies it is better.
But hey, Shock's gone now. Now with Lighning Bolt... I guess that evens up the playing field.
The only thing I don't like about the card is that the way it's worded makes it rather un-intuitive.
You choose where the damage is being re-directed to when you play the card, but the source of the damage is determined at another time.
Seems like it would play more naturally if it was worded as "The next 2 damage that a source of your choice would deal to you or a permanent you control is dealt to a creature or player of your choice instead."
Curious though, if I cast this before damage is assigned and dealt during combat, and my opponent casts Lightning bolt after this resolves, can I choose not to redirect the Lightning bolt damage, and redirect some combat damage instead? Or do I have to redirect damage from the first source I can?
You only redirect the immediate 2 damage. Otherwise the creature will die anyway. But its a valid question. What if you set up multiple damage prevention shields? Can you choose which ones are prevented and which ones are redirected? (say you cast healing salve and harm's way) This is valid when it involves deathtouch or lifelink.
Sad news for sure. Normally the internet is a messy, uncivilized place, but mtgsalvation has been my haven for people talking about the game they love.

So, that is not a hint to anything at all.
These 2 cards may be Wizard's way of introducing newbies to Combos.

If you have Shock, Shock the creature and attack for 2.
If you have Harm's Way, you cannot launch an offensive.
Shock is for Red, Harm's Way is for White. Quite elegant if you think about it.
Plus good with Chameleon Colossus, no that it needs other cards to be good.
