I like the idea very much, flavorwise too, but why enchantments? I don´t get that and land would fit better for me, i know it´s a bit boring since there are so many cards that do that but sand is not the thing enchantments are made of for me. 7/10

Can be abused for sure. In multiplayer could be very fun. 5cc 4 loyalty that never rises seems fair. I don´t like the card, although not bad designed, just not my style.
