I appreciate additional design in this direction but I think its also valid to point out that Hero's Downfall is still mostly this effect with less color intensity with the only variation being the destroy artifact option but adding red to do it is not nothing. I guess as far as standard is concerned it does open up some more options for removal though but for other formats I think this is probably not something really all that new.
Black can't destroy artifacts and making this black red and a generic would make it too easy to cast or splash.

This card is fine. K-Command is good, but less versatile than this is on a Best-of-1 Arena-based game.
This spell = Hero's Downfall + Smelt - 1. Easier to cast than Vraska's Contempt--here come the Mardu Control and Grixis Control lists in Standard. That being said, there haven't really been many artifacts in Standard lately, except for the occasional Immortal Sun or Azor's Gateway.
If only some decks were built on the back of maps that led to treasures...

Doom Whisperer + Lich's Mastery = pay 2 life: surveil 2...but because you paid 2 life you lost life, therefore you must now exile 2 cards from among cards in your hand, permanents on the battlefield, or cards in your graveyard. Once you hit 0 life you can't lose but you can't pay 2 life to surveil any more, either. There is no benefit here...unless you are thinking Death's Shadow or some other plan which involves getting to 0 life.
To maximize the demon's effectiveness you need to find an inexpensive (and ideally permanent) way to give it lifelink
Doom Whisperer + Lich's Mastery often equals "pay 2 life: exile the top 2 cards of your library"; adding Creeping Chill only turns it into "exile the top 2 cards of your library: deal 3 damage to each opponent". Doom Whisperer + Mark of the Vampire, however, equates to "surveil 2, then surveil 2, then surveil 2, then surveil 2" without any drawback.
As long as you have 2 or 3 other cards in your graveyard at the start of the loop (which shouldn't be too hard with good support cards like Lazav, Search, and whatever other Surveil cards show up, you can make sure the Chills get exiled with the trigger and you get to draw 3 + deal 3 damage to an opponent.
Nope, the Drake would stay equally powerful since it checks exile and graveyard. So if you put card from graveyard to exile or vise versa will not modify the power of the drake.
And his power effect does not target.
