Zapopan is a very flavorful card, trying to represent Cynicism as an ideology – those who don't relish in strife are punished by Zapopan. That being said, this is a card made with Legacy in mind – it trades 1-on-1 vs. a defending Plague Engineer, and can slow down combo decks.
I'm thinking that when you cast a Tale, you put a +1/+1 counter on the creature to remember you've cast it, but yeah, something like that would be what I was thinking.
Either that, or something like Retrace, when you can discard a certain type of card to cast the Tales.

Eelstrum was designed as an engine that provided a good amount of tension between Goblin generation and nabbing spells. He's still fairly fragile and weak against sweepers, and he needs to be in play for some time to really go off with many sets of options.
As an extra added value, he makes for a very interesting addition to Legacy formats, as he hoses Brainstorm effects.

Innkeepers are a tribal solution to graveyard hate while also providing a good post-sweeper play that can help you rebuild. As niche as it looks, it can be extremely versatile, having uses against all decks in the Modern format save for, like, Tron.
The point of this one guy is to serve many goals. You can use it to go wide along with small spells like Faithless Looting, Opt or Revitalize, and then use pumping spells to finish enemies off...
