The split card seems a lot like a reverse template of a cycle in Invasion:
Mend & Restore -WW
Sorcery
Gain 6 life.
You may play ~ any time you could play an instant if you pay W less to play it. If you do, gain 2 life instead.
Then again, it would be functionally different with a few cards, such as the Stick.
One problem is that you can play several of these at once. They are like a mox that come into play tapped, but can also be used as blocking fodder.
It also enables many "infinite" engines (Enduring Renewal first comes to mind) that otherwise rely on ornithopter/kobold/(any other 0 CMC w/zero power) + another 2 cards - eliminating the need for the fourth card.

Remove target spell from the game. Little did he realize that it was merely the last word of the sentence... the first sentence of an extraordinarily long conversation.
Counterspell is not broken. Overpwered, maybe, but not broken. I see no point of making cards that are strickly worst than it. 1U would be ok, IMO.
Even still, the versatility of Envelop + Annul + Flash Counter all fit onto "Jam Magic." 1U is too little for this veratility, but then the UU rule also comes in. 2U, especially in current multicolor environment, seems like a fair cost to me.

Creature - Wolf Assassin T: Target player sacrifices a creature. You lose life equal to its converted mana cost. Most prefer the days when the wolf lurked in sheeps' clothing.
