During the planeshift the stronghold containing all Slivers was transported on top of a Urborgan Volcana, all Sliver died, including the Queen.
Some years later a group of scientists tried to recreate the creatures died in the great Phyrexian War, they also cloned Slivers from remains found on the volcana site.
But since there was no Sliver Queen, thus no hive mind, they where out of control,they killed all scientists and other creatures there.
When Karona died, a wave of power molded 3 Slivers into one being, the Sliver Overlord.
With a new hive mind they Slivers intelligent and sientient beings.
No more news on Slivers are known.

I think it won't be used in a burn deck, sive you can better spend your axtra mana on a cursed scroll, and the part of not being able to be sacraficed makes it kind of useless in burn

As for the dinosaur with the elf on it's bak, it is probbabl a Pygmy Allosaurus with it's creature type changed into beast.
