Commander is played with vintage legal cards. Cards are legal to play with as of their sets' prerelease.
Un- cards are not Vintage legal, so they are not EDH legal. This is why Conspracies, Chaos Orb and Falling Star, and Ante cards are not legal either.
Now, EDH is a casual format so your group can do whatever it wants, but literally the first line under the banlist section on the official website says Un cards are not legal.
Also, while Strip Mine is not Legacy legal, Jace, the Mind Sculptor certainly is. I am not sure why you would think it isn't.
I will concede the point of Mind Sculptor. I was there when he was rotated out and banned in everything, so naturally I assumed that extended to Legacy as well. However, what I will not concede is the legality of Un- cards. Likewise from an equally (if not moreso) official site, the Vintage Banlist, complete with April 2017 update:

Never does it mention the 230 Silver Bordered cards, or reference Silver Border anywhere. That's actually for the tournament document to clarify, which again states (for your convenience):

Players may use any Authorized Game Cards from Magic: The Gathering expansions, core sets, special sets, supplements, and promotional printings. Authorized Game Cards are cards that, unaltered, meet the following conditions:
The card is genuine and published by Wizards of the Coast
The card has a standard Magic back, is a double-faced card, or is a card that is part of a meld pair.
The card does not have squared corners.
The card has non-silver borders.
The card is not a token card.
... And so on and so forth. But when I sit down to a game of EDH with my Un-Deck, it's only to any non-tournament game. Even I'm not THAT thick.

Edit 2: Added the third individual banned card for Vintage, and also apparently the Banlist for commander is on the Mothership as well, next section down. Who knew? -

The product is clearly not for you so don't buy it. But it takes nothing away from you in any way and I think the players who waited for it for quite a long time (and also Maro) deserve to have this product. Why wouldn't people buy Un-Sets? Commander has already proven that the one of Magic's biggest markets is kitchen table players, and Conspiracy has already proven people are very receptive to zany hijinks in the Draft phase, why not zany hijinks during the game itself?

The key thing you're missing is that cards in Commander are playable in every other format as well.

I am not a player that goes to tournaments. I consider myself to a be semi competitive casual player with a few spike like tendencies. I usually play with my friends, but sometimes I like to go to a card shop and play some EDH or casual Modern with people I don't know.
Yes, most players are not tournament spikes, but the vast majority of players do not play with silver border cards. Many players that play casually still want to play with cards where there are clear and consistent rules.
Even if you are player that plays Standard, Modern, Frontier, Legacy, Vintage, and EDH, there will not be one card in this set that you can play in any of your other decks aside from basic lands. That is ridiculous and if it weren't for previous Un sets, this would be unprecedented.
Most players would be much happier if they put awesome full art basic lands in a set with cards that can actually be played within the official rules of magic the gathering.
Advice: Do not assume that your experience or your perceived experience is data, ever. -

I'd be perfectly okay with something like 'saurian' instead, but either way a new type is probably warranted.
As a big fan of paleobiology, I am a big fan of realistic dinosaurs. I also like how they fit with a tropical mesoamerica based setting.

Green has been amongst the top decks for quite some time, and Green players are doing just fine IMO.
As for the cards... well, they seem fine. Uvenwald Hydra is a fixed Primetime, as the article states, and it was necessary because Primetime is busted in casual formats and needed an "fair" replacement. Probably nowhere near Standard.
From Under the Floorboards could get there. The lifegain is really relevant, but in order to be playable, Control decks would need to go the Madness route, and that Madness trigger would need to be Instant speed for flexibility. I don't think that will be happening anytime soon, but I could be wrong.
Creeping Dread probably cost 1 too much to see play, but I think it's surprisingly pretty good. Losing 3 life is always relevant, even when situational, and there are ways to make your discard work in you favor. I would love this in many Graveyard oriented Commander decks.

Why would you want to block with a 3/1 Flier in Limited anyways? These wings are made for attackin'.
As for the card, it's Limited fodder mostly, but it's pretty alright. I love it how the second cost is much cheaper than the base one, so "cheating" it into play somehow with a Turn 1 discard nets you a 3/1 Flier on Turn 2. So, say, Lightning Axe T1 to face, T2 this just straight-up wins games.
