I wasn't aware that +1/+1 to my whole team was literally nothing. Yeah, it still compares unfavorably to Always Watching in a lot of cases, but that could never give my Vampire tokens vigilance, and this card can. -

The effect says the cards in your graveyard gain that text. So it only applies that text once to cards that are there, and once the Amber moves zones, it becomes a new entity and loses that text.
If Kethis simply read "Exile two legendary cards from your graveyard: You may play legendary cards from your graveyard this turn.", then your shenanigans would fly, but I think Wizards carefully worded it for that reason.

That's pretty excellent value. A 2-for-1 that hits a creature and sets your opponent back a turn is still solid, especially if you went first.
