Maybe on any other plane, but one of the key points of this plane is a form of psychic symbiosis between animals and humans who are forced to flee society because everyone else thinks anyone involved in this kind of a symbiotic relationship is a traitor to humanity. This whole plane is intended as an homage to B movies and pulp fiction and this is certainly an idea that can be traced back to the original materials.
If you have a creature with a mutate trigger down with P/T 2/2 or 3/3 I'll pay 2WW to get a 2 Mutate triggers and the upgrade on the body. I definitely don't want to Mutate this onto the bottom of the stack but it is right on curve.
Edit: But, as it stands now there's actually a few things I'd happily Mutate on to:
Sea-Dasher Octopus flashed in on your opponenent's turn seems like a good thing to be come a 3/5 lifelinker as you want to attack with it anyway,
in a pinch Snapdax, Apex of The Hunt the bodies are on parity but both Mutate Effects are worthwhile
Trumpeting Gnarr creating a 3/3 beasts and 2 1/1 cats doesn't seem like a bad idea
Vadrok, Apex of Thunder is actually a pretty small body, why not give it a big ass and get a free Teferi out of the deal
So, looks like T4 gives you lots of reasonable options with this and then of course, mutating again on top of it only gives you more tokens and whatever other triggers. The more I'm seeing these mutate monsters the more I can see battleship magic actually working.
I get that it's supposed to be heartwarming. Still it fails in multiple instances once you move past to obligatory "Awww" response that is practically expected of you, lest you must be dead inside:
1) "Damn right, human, we both want to survive, and you'll sustain me just fine at least for a while. Yum!"

For point 2, his clothes are probably just the ones he has on his back on day one. Later on he would have to steal some off of dead hunters, make his own, or barter with the humans who share a similar interest to protect the monsters.
For point three I think the name, Forbidden Friendship, is because the majority of the human culture views Monsters as nothing more than savage beasts that threaten to tear down their society. While those who want to protect monsters are in the minority.
Theres some ink invested in the Planeswalker's guide on how much the humans who bond with monsters are looked down on and must give up to support their new friendship. This is definitely, not unusual; it's Ikoria's love that will not be named. Also, it's subtle but the clothing in Cathartic Reunion is more dishevelled so an argument could be made for it showing the passage of time, but more importantly - his lot in life has not improved over time which one would expect. So the lack of more finery, or other marks of respect, show that he has turned his back on society. All in all, I think they did a fine job telling this story.
Well thats gonna be hard to beat if there are enough human tokens generating cards in limited. Neat card. Just think the flavorVSeffect is a bit off, you tap the "guards" to get the "traitor" off the city?
Well, the quote isn't exactly correct - apparently they give exactly 1 quarter to traitors - a room in the dungeon with two guards watching them.
When I think of Flash, mono black is not the first thing that comes to mind. Is the hybrid cost there so that Sultai can have a fallback UB available if it can't get to UU on T2?

They decided to move flash to secondary (green still gets it tertiary) around the fall Ravnica set last year to give blue/black an evergreen mechanic.

The point being made is that those two have swapped, or at least Black is secondary in it alongside green. They talked about that change being made around Ixalan, because it gives them a black/blue overlap keyword, which was missing.
Well whether Ravnica or Ixalan came with an announcement to this effect, they then turned around and printed Nightpack Ambusher in M20 which is perhaps one of the best flash enablers in the game, so green is still clearly secondary for Flash. Don't get me wrong, I'll be keeping an eye out for Sultai flash and expect to see this guy and the Ambusher prominently in it. At a higher level - Green currently has 5 cards that care about or have Flash in Standard, black has 4, blue has a boatload. It could honestly be mono blue and not feel out of place.

Cycling is really pushed which is nice, bit i still have doubts itll take off as an archetype
I suppose that depends. RW Slide decks were the Standard competitive decks for a hot minute the last time cycling had any support, and that was really just a couple cards. They are pushing a lot harder this time, so I could see the archetype getting some traction. It'll be a limited archetype for sure, and will likely become one in Commander. Will it be competitive in Standard like in 2002/2003? That's the question.

Yeah, the last time that cycling had the support to make it competitive (which, at the time, was really only a handful of cards). I know cycling was in sets and blocks since Onslaught, Xcric was just commenting on whether cycling-focused decks would take off as an archetype (presumably in the competitive sense as that's Xcric's jam) and I bought up the RW cycling decks of yore just as an example of how little it took to make it competitive then so maybe the archetype will have what it needs now as well.
My point stands - there have been competitive versions of cycling decks since then, in the respective standards. New Perspectives was probably not T1 but def T2/T1.5. There continues to be strong options towards a cycling deck in modern.
Okay, I totally get why it' a cat beast, and I kind of love that it's a Cat Beast but doesn't that effectively (at least in terms of flavour) make it a beast beast (a cat is a beast after all). This set's wackiness continues to impress me.

In my workplace, and hopefully others, we work on an assumption that everyone is always doing the best job they can with the resources they have. I'm fully inclined to believe that MaRo just plain goofed. Im also very impressed by the candid and open tone of his apology.
On the card: I'd play this quite happily in draft, and maybe in a mutate constructed deck if UG or GUR mutate becomes a thing.

On the cards themselves, the new token creator isn't the worst thing ever, having a non-human and a human provides a bunch of flexibility.
