Garna, the Bloodflame - side board against board wipe heavy metas, too slow for main deck imo Golden Guardian - targeted removal which is something the deck lacks, which then turns to an engine to push the win Jaya Ballard - might be a tad too slow but could be interesting, requires some testing for sure Mox Amber - low cost commander? check. going to be casting commander? check. cycling hands often? check. its a free land in this deck Twilight Prophet - drain to finish off table when you run out of gas. with high cmc cards, not bad Windgrace Acolyte - budget graveyard acceleration.
When I took apart a Korlash, Heir to Blackblade deck for parts in the OG Dakkon Blackblade, it left a awkward hole in my heart for some good ol' mono-black EDH. While I've been meaning to remake Korlash, Yahenni, Undying Partisan has been whispering to me as a replacement, and the more I think about it, the more it makes sense.
I have a quick question about Licia, Sanguine Tribune and her last ability. If you were to flicker her, or recast in EDH, does the ability remember if it has already been activated that turn?

it looks like you are trying to do too many things off the bat. Your commander is more than just your color identity, they are the most consistent part of your deck. Picking a commander like Ruhan doesn't really lead to much help trying to get off the splinter twin combo, the two are completely different strategies. Maybe consider some other Jeskai commanders like Narset, Enlightened Master or Ishai, Ojutai Dragonspeaker//Kraum, Ludevic's Opus. They fit the theme of the deck better, if your main win con is going to be splinter twin. Also, then you can remove cards like Combat Celebrant, Aurelia, the Warleader, Hellkite Charger and other combat related cards for more removal and relevant splinter cards (ie Supreme Verdict or Felidar Guardian/Saheeli Rai)
Also I really want to try out Sunbird's Invocation but you have a lot more countermagic so it may not be as good for you. Marauding Looter is interesting too for budget decks at least.
maybe Thrasios, Triton Hero//Ravos, Soultender as commander? they seem at least a little more relevant to your game plan, Thasios for ramping and Ravos to get back your fragile creatures
funny enough, I am running one of the most popular vampire tribal decks, and yet there was very little from the vampire themed deck that warrants a slot here.
Izzet Chemister - can get more uses out of a wheel/reanimate Shifting Shadow - cheap way to get more things in the yard and on the field Kheru Mind-Eater - giving this thing haste is scary
not a whole of new goodies, but interesting nonetheless.
Bontu's Last Reckoning - cheap board clear, not convinced on it yet Torment of Hailfire - good for setting up lethal, but there are probably better options Cinder Barrens - a new guild gate, budget decks will appreciate it Dreamstealer - pumping and hasting is good, but better in an overrun strategy or a 1v1 list. Razaketh, the Foulblooded - a good top end, but as for now I prefer Rune-Scarred Demon in this spot. Neheb, the Eternal - Can generate a lot of value, but might be more of a win more with this deck Mirage Mirror - A card I might eventually test out, but not sure what to cut
Some other cards that I have run into that I want to try out: Crypt Champion - grabs a lot of utility creatures back, and swings for 6 hasted. Grimoire of the Dead - maybe too slow, but can yield awesome results if left unchecked Cauldron Dance - two cards in one can get some big turns from nowhere
Archfiend of Ifnir - amazing with wheels, with the added benefit of being able to cycle it when digging. Final Reward - not a card that should be overlooked. one of only a few ways to exile in red or black, with the exception of Chaos Warp, Silence the Believers, and Grip of Desolation. wont find a spot in this list however Shadow of the Grave - interesting after a wheel or two, if it can-tripped it would be worth but probably doesn't deserve a slot. Bloodrage Brawler - a cheap massive beater (5/4 haste for 2??) without much of a drawback. good for budget options Combat Celebrant - giving this guy haste is awesome, this is finding a spot. Harsh Mentor - a hatebear in red, good in very aggressive playstyles Hazoret's Monument - great for aggressive decks, helps to dig and play creatures out quickly Throne of the God-Pharaoh - another great aggressive card, if i was going more wide it would be a good fit Canyon Slough - might be too slow. will have to test.
Well Amonkhet has been kind to the boros Avacyn (at least my version of the deck).
Glorious End is nuts, fetchable with Sunforger and we have a lot of ways to ignore the lose condition. While it is generally better in 1v1 as it acts more of a Time walk, it is still useful for ending a combo or helping set up a little more reliably. Gideon of the Trials is interesting, decent value to drop, even with only one gideon. Fits the theme nicely. Approach of the Second Sun seems neat, but unreliable and not sure if i have a slot to use it. Gideon's Intervention could be useful Dusk is alright. Soul-Scar Mage helps all of our burn get around indestructible creatures Insult might find a spot Sweltering Suns is a boardclear option too
Warstorm Surge is another Purpheros, he usually gets hated out immediately and i have been running into a lot of pillowforts lately and looking at your list you have very limited ways to get past a Ghostly Prison effect

Im thinking Pristine Talisman is a great card here because you have a lot of high costed creatures and this also helps the small triggers of life

Overall, we got Combat Celebrant and Archfiend of Ifnir. Both seem very strong, hopefully they perform as well as expected!!

Makes me wanna play Sundial of the Infinite and more cards like Final Fortune, Last Chance, Warrior's Oath to take advantage of that. Not sure if it is worth just for those though.
