Me too. It's a card that's almost necessary in every commander deck and despite it being in Commander Legends and most of the recent commander decks I still don't have quite enough. And it feels bad to pay around 4 or 5 dollars for a card that comes as a freebie in commander decks.
Well if you go by that metric then suspend cards are all free spells because you don't count the mana you spent to suspend them.
There's no way to play this spell for one mana without another card in play like the commander of the UW deck so this card will always cost you three mana at least.

I was kind of looking forward to nine possible areas that could be invaded incrementally by Vorinclex in return sets but now it's just one regular plane by the end
Nothing about this implies that? Doomskar's regularly happen as the planes cross and separate again. This, obviously, is a rather large one, but there's no indication it's going to end with all the planes merged.

It's not a static ability. It's the foretell cost. It's all one ability. It's the same as Gonti, Lord of Luxury. You exile the card and even if Gonti dies you can still pay mana of any color. If it were a static ability it would have its own line of text.

I'd argue that it's the kind of card that red aggro decks never want, but are often forced to accept because their Plan A isn't good enough.
I mean, an uncounterable Bolt to the dome could hypothetically be a part of Plan A. But, 1) it's five mana, and; 2) the discard is essentially worthless at that point. It goes back to what Crispen Smith said, in that as a beatdown player, the place where this is useful is a place you never want to be, and in fact should not even plan for. If you have to, it means your deck doesn't have what it takes.
I think that isn't a great argument because every deck has cards that shore up its weaknesses and allow it to cross the finish line. Most decks have a way to try to still win even from an unfavorable position, and that's something every deck wants. It's like saying that Demonic Tutor is a card that combo decks never want but are forced to play with because they can't just play copies 5-8 of functionally identical copies of their combo pieces.
