It doesn't. Flamespeaker doesn't specify you get to bypass anything other than what zone you play the card from, thus you default to the limitations on the card itself.
You can make Sage of Hours a two card combo with Unspeakable Symbol. It only costs 15 life for every extra turn! If this doesn't warrant a ban I don't know what does!
Considering it can't be used for more than 2 extra turns if played turn 3, not really. You'd need some serious life gain to use it frequently, and once your life total is within a certain threshold it becomes safe to point a gun at the Sage.
Outside of Retracing Flame Jab, the fore-mentioned Clockspinning and Mimeoplasm tricks, every method of getting +1/+1 counters on Sage of Hours involve giving your opponent too much time to react. The Ajani method takes Doubling Season and gives multiple response opportunities, Forgotten Ancient has to make it a full turn without either creature dying and have 5+ spells cast that turn, Scavenging counters onto him is impractical, Increasing Savagery is kinda practical but overcosted (and only gives 3 turns), Graft cards are garbage, and Jugan is much too slow.
Really, Strenght of the Tajuru and Swell of Courage are the best methods outside of the first four I listed.
Doomwake Giant lacks the skeletal armor and isn't skeletal himself, but his cloak is oddly similar to Nito's and he is a giant that kills his enemies with a miasma. It'd be easy to alter his art to match Nito, just not for me (since I suck at drawing).
What is legitimately annoying is how many of the legends are expensive, though. At least they're getting cheaper now. Boros has the two most weenie-centric colors, and for a while all its generals were 5+ cmc.

Regarding Scourge of Fleets, as long as Kederekt Leviathan and Cyclonic Rift exist I don't really care about Scourge. Yeah he's a one-sided bounce, but the same CMC gives Cyclonic Rift and Unearthed Leviathan. Never mind Wash Out, at least in the right metas.
On one hand, it's not a Nightmare Lash or Lashwrithe. On the other hand it's significantly more useful in Limited for the sheer fact that, as an uncommon, it's slightly more likely for me to get 2-3 of them.
Still, no evasion/rider effects and competition for the 4-drop slot in EDH means this card is Limited fodder at best. Never going to see play even post-rotation.

Better question: Why can't the art have the Gravelord Sword so I don't have to risk altering it myself?

Phenax was trash for EDH, but Iroas looks playable in a multitude of formats. Definitely a SB card for Modern Zoo, with or without devotion.
