The only decision should be "Is this an illegal deck or not?" And the IPG rules need to be much harsher against playing an illegal deck.
You should look up the word "fun" in a dictionary. Then you should think about how "fun" would be absent from a tournament when increasing the penalties for an illegal deck.
As someone who has gotten a game loss for an illegal deck I am glad that all my previous matches were not called into question because my opponent accidentally took a card from a deck in a previous round.
The one thing that is not in question: he had six copies of a powerful card in his deck. Unless they were covertly placed in his after deck registration and the players meeting then, then the responsibility was his, and not performing such a basic task as verifying your deck (as instructed to during the players meeting) is so negligent that it is as bad as intentional cheating.
I think you are missing a very important point here.
It should not be the judges responsibility to make decisions based on the power level of cards. That's an insane level of responsibility. Even the development team sometimes puts out cards which they themselves call a mistake. I suspect that there are only 20-30 people in the world who would even do a good job at determining which cards are "good" or bad.
Consider the case you present.
"Having 6 Elvish Archdruids in this deck is clearly cheating because its the best card."
I don't buy it. This is not a clear cut situation. Maybe the curve gets messed up by not having 8 1 mana dorks. What if he played against a ton of naya blitz and gruul decks and the extra acceleration is absolutely necessary. I am not saying that 6 druids isn't the better version of the deck I am saying that the situation is not clear and a judge should not have to make such a tough decision in the middle of a tournament. (The decision being is this clearly an advantageous position and therefore almost certainly cheating)
I would like to make two comments about the effects of making the IPG more harsh on deck building errors.
1) It would make PTQs less fun and thus less people would show up, which is VERY bad for the game. (This is bad, less peolpe would show up, more people would get burnt out ect). Think about other sports (or games). People who play pro baseball do it not becuase of the "millions" but becuase they love the game. That's hwo outfielders can play 200 games a year. Some people can't even sit through one game much less 200 and that's not even counting training. It's the same in basically every proffesional sport.
2) It would actually make cheating easier. Here is why. If for every deck error there is a dq, you could just start intentionally messing with other people's decks to get them dq'd. For instance slip a fifth copy of a card into a deck, get him deck-checked during your round and you get a free win.

Guys. Pod won 1 GP. 1. Not 2. Not a Pro Tour. Not even a massive 4500 person GP. 1. It also did not even t8 the previous tournament (although there were two people in Bilbao and one in Lyon). Pod should not be in the discussion for being banned and it's unclear to me that tomorrow a large part of the field will be playing it.
I just finished the guild wars tpdc tournment i got fourth playing ohrzov 3x of the top four was ohrzov and I belive no one won a match against any ohrzov deck if it was not an ohrzov deck

I use mac becuase the program is not dependent on the opening and closing of the working screen.
Also I feel the display is more ascteticly pleasing.
