    Short answer - yes

    Long answer - Op. 2 plays his glacial ray-spliced-rend flesh targeting your creature and the shambling shell. With that on the stack, Op. 1 uses the shell's ability which puts it into his graveyard thereby triggering his grave pact. The stack (from top to bottom) now looks like this (note, all targets must already have been declared):

    Pact trigger
    Shell ability
    Rend Flesh (with glacial ray spliced on)

    Now the stack resolves LIFO, so first the pact trigger resolves. At this point, you may sacrifice either the creature that Op. 2 targeted with his Rend Flesh or one of your other creatures. Also at this time, Op. 2 sacs a creature (if he has one).
    Then the shell ability resolves putting a +1/+1 counter on whatever it targeted (probably the birds).
    Then the rend flesh resolves to fullest it can (the ray piece's target is no longer legal) killing the creature the rend targeted if it is still legal.

    Your opponent can choose to sacrifice the creature you targeted with the -2/-2 as darkasecas said, but the groodion's ablility will resolve as fully as it can, so whatever you hit with the +2/+2 (assume it is still a legal target upon resolution) will get that +2/+2.

    I believe the way I have Spirit of the Scrolls worded, it doesn't trigger itself, so it only allows you to "draw" one extra card whenever you would draw a card for something else. Someone please correct me if I'm wrong on this.
    But I think 1U was a little low anyway.

    It should also be noted that basic lands have no rules text. There is rules baggage attached to each of the five basic land types that allow lands with those types to tap for mana (in the case of forests, green mana), but there is no actual wording on the card (that includes oracle wordings). Therefore, even if you could go by oracle wording for Tainted Monkey (which Pronigious pointed out you can't), the ruling would still be incorrect.

    Edit: Raised cost of ability of Spirit of the Scrolls.
    Changed Field of Petals so it has a less sever drawback.

    Edit2: Changed Spirit of the Scrolls' ability cost again.
    Removed non-untapping clause on Field of Petals (meant to do that last edit).
    Made Hauting Delusions more interesting

    Some things that have not been noted about the first question are:

    You don't "maintain" priority, but when a spell, ability, or tirgger goes on the stack, the active player gains priority. Therefore, if you are the active player, you can continue with your actions as long as you are only using instants and abilities. Sorceries and sorcery-speed abilities cannot be used there because they can only be used during one of your main phases when the stack is empty (same with land drops).

    Next, if you are not the active player, the active player gains priority first after something goes on the stack and therefore you have to wait until they pass priority before you can continue.
