Recruiter shouldn't be competing with the other two. It's not really the same type of card or for the same decks. That said, I'd rank it above the other two and put Najeela in the middle. Najeela is great but we also have Rabblemaster, Garrison, and Warboss, so she's not as important as Recruiter.
Good changes overall, but I'd keep Scarhide and Verdict. I find them necessary at 450, so it seems like they would be even more needed in 720. I'd probably cut Distended Mindbender or Vampire Hexmage. I wasn't impressed with Spell Queller, so I'd keep the Verdict over that.
@Thunderwang: I'd cut Shrine of Burning Rage or an Incinerate clone from your list. Or Hazoret. Hazoret is going to be my cut for one of the red goodies that Guilds of Ravnica gave us. I haven't run Oath because my group has not seemed interested in it. I will likely give it a test sometime.
@Noh: I think the top 4 Azorius cards (for tempo and control) are Supreme Verdict, Fractured Identity, Teferi, and Geist of St. Traft. Next would be Revelation and Reflector Mage. Supreme Verdict is likely the most needed of all of them.
Great write-up for a great set. I was assuming Cratermaker would be your #3 and Knight of Autumn your #1. I was already going to add 6 of your top 7 to my 4350 and now I'm adding the entire top 7. Seven cards for a 450 is crazy-good. I think that puts GoR at Amonkhet levels of power or better. Who would've guessed we'd get cards in top 1-2 of Golgari, Selesnya, and Boros?

Hard to choose just one card, but I think it has to be Balance. It's among the most broken cards printed and I really have to wonder if the creators really thought it was balanced. I mean, if you set it up, you get Armageddon, Wrath of God, and Mind Twist for two mana. It's just insane.
