Wanted to share my idea, because I was brewing with it for the last few day. But first some explanations.
I don't like Firedrinker Satyr. Since he is a 4 in modern burn deck, I should give it a try one day.
I also don't like much Forge Devil. He is an awkward turn 1. Killing itself if your opponent doesn't have a targetable creature. And as turn 2, I prefer playing Searing Blood or a efficient 3/2 creature. Monastery Swiftspear is in my opinion the best Turn 1 agro/burn creature available. 1/2 haste win against most other turn 1 creature. And it's Prowess ability is relevant with all our burn spell. Act on Impulse. Our mana curve is around 1.7 or 2. Casting 2 card exiled with it should be easy. Also good to rebuild after a Anger of the Gods.
20 Mountain are probably to much. Again, our mana curve being so low, 18 should be enough. Worst case scenario, we stick at 2 land the whole game and can still play 90% of our creature and spell. Though, if I would play 20 land in that kind of deck, 8 would be mountain and the other 12 would be fetch. (yea call me crazy) But forget fetch land for now since we talking about Budget deck.
We can play anything except land at the moment Villainous Wealth resolve. It's like the miracle ruling back in Avacyn Restored, where you add to choose if you casted it when you drew it or not.
In short... It's like if Villainous Wealth was giving flash to all of the nonland card you exiled with it, while not giving them flash... Understood?
If you look at similar effect like Blood Artist, any creature that would die at the same time as the creature with the trigger effect, will effectively activate the trigger.
If Blood Artist and one or more other creatures die at the same time, its ability will trigger for each of those creatures.
Just wanted to quote him. Because that guy is seriously on crack if he think this is splashable...

Last mode of Sultai Charm won't help you. You draw 2 card then discard one... Since the card enter the graveyard from your end, it doesn't trigger Sidisi.

Anger of the Gods wreck Sidisi, Brood Tyrant and wide army.
Searing Blood Kill a little creature (morph, token, ...) and deal damage.
Crackling Doom Pin for 2 damage and deal with a treat.
Scuttling Doom Engine Sturdy, evasive, punishing.
Chandra, Pyromaster Pin for 1 damage or gain card advantage.
Liliana Vess Fetch finisher and combo with Chandra.
Empty the Pits Finisher.

Turn 1 - Opulent Palace
Turn 2 - Llanowar Wastes + Commune with the Gods (5 cards in graveyard)
Turn 3 - Swamp + Nyx Weaver
Turn 4 - Swamp + Sidisi, Brood Tyrant (10 card in graveyard)
Turn 5 your turn - Lands + attack with Sidisi (15 cards in graveyard)
Turn 5 enemy turn - Empty the Pits for 8 zombies (4 black mana + 1 colorless and Delve 15 cards from graveyard)
