Updated Tamiyo and Sisters are both good, maybe could use tweaks but they are definitely suitable for some real testing. Ikareru is good as-is, but one question I do have is what is this planeswalker's mechanical identity, what is their central mechanical theme? Like Lilianna is grave recursion, Garruk is getting out big creatures through tokens and other effects, Elspeth is token army, etc.
Strong emphasis is fine, but Tamiyo does virtually nothing else expect give you cards, and that's not good for a planeswalker to be so 1D. It's a card type that benefits from versatility, its part of their design. I would make the second effect something protective in someway, bounce or prevent damage or something, but anything other than just cards-all-day is going to be good IMO.

"But of course, sire." the creature grovelled and paused to consider how to best to avoid being recycled by its master. "I come bearing important news from the border territories."
Tezzeret continue to tinker with a small device while the servant spoke, he was experimenting with the design of a particularly light and inconspicuous weapon that also functioned quite well as a torture device. The mechanism failed to work on the small scale despite the predictions of some of his engineers. He did not look his informant in the eye, nor did he intend to throughout this conversation.
"Did the Naya send another behemoth to die in the field matrix again?" he asked
The informant paused again, unsure of how to react appropriately.
"N-no. No, my lord. The Grixis necromancers are demanding that you deliver more Etherium in order to meet with their contribution to your arrangement." the informant replied, hopeful that his master would not take it as particularly bad news
"They are not satisfied? Typical. Their necromancy orbs have proved inefficient as per my requirements and they are making demands." Tezzeret mused. He turned to face another of his servants, a homunculus with no voice box and one of his favoured servants.
"Have a delivery cache sent to the Grixis borderlands, but fill it with the rejects from the last batch of orb experiments. And then lace it with explosive."
The mute servant silently took its leave to fulfil its commands. Meanwhile, the informant stood impatiently, hoping that he would be dismissed without further incident. Tezzeret took notice of its impatience and considered recycling it, but erred that this servant has proven useful so far.
"Informant, I have another task for you." he instructed "I have spent much time as of late with matters of the other realms. I think it is time that I checked in on my subjects."
Tezzeret rose from his seat, placing the prototype weapon on a bench for later. He made his way over to the window, where workers were busy constructing a variety of his creations.
"Where shall I go then? And what is it you would have me learn?"
Tezzeret admired the beauty of a monstrous Etherium construction in the factory below.
"The workhouses, streets, slums, sewers. Follow the trail of naive rebels and we shall find out what would be... most appropriate... in resolving such issues. They do not think of me as generous. But I have taught them the most valuable lesson of all: fear."

Seems quite in overall feel and flavour tone. Perhaps this is better as ? It doesn't need to be white, as it isn't a cheap unconditional wrath, so black can substitute.

I think what Legend is using parasitism as is a very scalar quality not a binary quality. That is, identifying aspects of parasitism within everything, and labelling as such or not depending on where it falls in that range. That seems like a useful definition, but is perhaps better labelled as a related concept of dependency as opposed to parasitism.
Twenty five mana rocks in one set is INSANE. How much mana flood do you want players to experience? Five to fifteen is plenty, twenty is pushing it but not unreasonable provided the different cycles have different uses.
Tamiyo's ability are pretty repetitive. Draw a card, draw a card, draw cards, draw even more cards, hey you want more cards? Have more cards! Needs a little more variety.
Sisters of Flesh and Spirit having both indestructible and a Silence effect AND a Planar Cleansing effect seems permission control style unfun. Too much counterplay on one card, give it more offensive capability or simply it's counter-effects to one or two so it's less universally a huge pain-the-ass.

Again, the timeline is not final for this, but this takes place after the current time. Automatically, the assumption is that sets are in rough chronological order, so the assumption for this is that it takes place a good deal of time after the current time. Things change. I even said this may be hundreds of years ahead of the current time. I don't know exactly, as it's not important to the storyline.
I will clarify a few things: Teferi has died at some point and somehow he has regained, or will regain, his spark and is returned to life now (which is at least several years ahead of DTK where the storyline last left off, after Runin and Fate of Alara storylines).
Relative to now, a hundred maybe, relative to this storyline however, it's more, the exact timeline is still up in the air, I just put a thousand as a starting point.
Who said anything about what happened to Teferi since the mending? That was when we last saw him, who knows what's happened to him since?
