Welcome decks are for stores to get new players hooked to the game. If your game store is just giving 4 or 5 of them away to a single player, then they are doing it wrong. They are to be played with and used for teaching new players.
How would you describe a "bad" product? One that does not have financial value? One that does not appeal to you? One that does not do what it was intended to do?
(I personally think Planeswalker decks are bad because a) it provides nothing of financial value for the person and b) it does not help a player to become a better player by giving them a subpar deck that will get "rekt" by a FNM level deck.)
They use to have beginner decks like these in the past, with a preconstructed way of playing the game to allow players to learn the basic mechanics. It's a necessary product to have for new players. Remember, this is for new players who don't know where to go to by mtg products, other than at Wal-Mart or Target. -

It's also affordably costed for newer players ($14.99) and gives players a few decent cards that they can use for future decks or for trade fodder. Note that I could be wrong as M15 only had 6 slivers (with the obligatory 5 color one) but I did not pay enough attention at the time to whether people felt this was too few. It was certainly fewer than they had ever done up to that point.
In reality, Dominaria has around 10 years of cards and lore to tap into and I am sure Wizards is going to try to fit as many things as possible into it. Making a tribal subtheme takes up room and I can see where they feel it would be too much to devote to it to make it playable that it took too much away from other things.
I agree with people above that Slivers will be seen in Core Sets (maybe even as soon as C19).

That is also what makes buying new sets so terrible, as the "good" cards are reprinted in some kind of product anyway, so the sets just get hit even harder if they lose the hand full of money cards they have.

They are lazy , and if they didnt see it comming that reprinting all the good cards in the first sets , then they are just as stupid as they where with Masterpieces and just as stupid as they are with pretty much anything they do (they simply overdo it, do it lazy and fly with higher prices, its humongous bad decisions, but the market soaks up every product that has any known value ; reprint dual lands and fetchlands, every set with these will sell like hot potatoes).

Making good draft sets would be good if the set wouldnt be overly expensive.
Its terrible and prevents players from actually playing the format , if you ask 3times the price.

Anyway, they wont change and just continue , sad , but as long as the stuff sells they will just keep making it more and more terrible to the point it doesnt sell anymore (and Iconic Masters is still a incredible bad deal for Local Game Stores, unless you have some super premium customers that buy hundreds of packs).

I also dont see why they strictly have to be 100% reprints at all.
They could just slam in some cool cards that would benefit the older formats while bypassing standard that would be damaged by some potentially "too good" cards.
Theres plenty of room to do so and it would easily give the set a reason beyond the 100% reprints , which almost always dont even have new art or anything new, its just copy/paste reprints, thats no work at all, thats just randomly thrown in money cards to fit a quota of value from the 2ndary market.
Thinking about this mess makes me mad ... -
