Mana Burst - It needs to cost more, like maybe a total of 3 mana. Right now, :2mana::symr: nets you 5 with Seething Song, so :symr::symr: could be very abusable, especially if you throw it on an Isochron Scepter.

Shot into nowhere - Eh? So, this ONLY works if ALL of your opponents drew a card this turn? I made a version of this card that was :3mana::symu: and said "Draw a card for each opponent." I think it's a little easier, and not as confusing.
Skip - This looks OK.
Mercy Master - See Cowardice. Needs to have the cost increased.
Dream Raveler - Maybe the activation cost can be lowered a bit, to, say, :1mana::symu:.
Incriminate - Very limited in use, unless you're also playing with cards that allow you to see your opponent's hand. I suggest adding a cantrip to this (That means add "draw a card" to it)
Jubilee - Looks interesting, but the cost is strange. I'd say :3mana::symu::symu:.
Ego Stroking - Looks fine.
Ruger - Potentially abusable, but for now, I'll have to think about it a little. Seems OK at the moment.
