There are no instants or activated abilities within UR's color identity that do exactly the same thing but here are a few cards that can replicate portions of what Teferi's Protection does:
Given some of your card choices, I'm going to assume you're on a budget and most of my recommendations will reflect that.
Mana Base
Your deck's mana curve is kinda high and I'm concerned your land count might be too low as a result. I'm not a huge fan of the Cluestones or Lockets. They are budget friendly and can help later but they cost too much for their effects. Commander's Sphere would be better but even that isn't necessary IMO. More lands might be better in those slots.
I'm not seeing much in the way of bounce spells other than Aetherpouts and Aetherize. Having some means to get rid of problematic noncreature permanents would probably be helpful. Into the Roil, Echoing Truth, Capsize can help. If you can afford Cyclonic Rift go for it.
Draw & Search
I'm a big fan of cheap draw to help smooth out draws and find bombs late game. Cards like Night's Whisper, Impulse, and Ponder can help get there. If you have the money for cards like Demonic Tutor, Vampiric Tutor, and Mystical Tutor I would include those. If you need inexpensive options to search your deck you may want to consider some of the cards with Transmute.
It looks interesting but overall, I'm concerned your mana curve is a little too high and I'm not seeing a lot that will help versus the established decks in the meta (Affinity, Faeries, Burn, etc). You will be on your backfoot against the more aggressive strategies and lose out on card advantage against the midrange decks.

I'm kinda baffled that they'd let a major story point of the set out this early. They could have milked the spoiler season so that the planeswalkers were some of the last rares/mythics previewed.
It was a key part of a combo win with Goblin Charbelcher in Vintage many moons ago. I imagine it probably still has some application in EDH these days for fringe decks but I'm not aware of any strategy centered around it.
Standard (or any other format) would be better if they would also RESTRICT cards as well as ban certain cards. Some cards could be restricted to ONE copy. This would effectively ban it but potentially keep it around.
They did that back when Standard was created but ultimately all the top decks became centered around the restricted cards and they opted to just ban cards outright.
I imagine banning a card would still impact its price tag more than restricting it but it would be interesting to see how that would effect Bo1 formats in Arena.
//EDIT: You probably could use some additional green sources of mana. Swapping Battlefield Forge for Brushland and Boros Garrison for Selesnya Sanctuary may help.
I primarily build and play decks for EDH but I enjoy following Pauper and drawing inspiration from it. If there was a local scene for Pauper that would probably be my primary format.
I'm definitely swapping out Thriving Bluff, Thriving Heath, and probably Shimmerdrift Vale for the new blue, black, and green gates. Not sure if the existing gate support cards at common are good enough to make it in the deck.
I feel like the adventure creatures would be better suited in more creature heavy decks. The fact that Mystical Teachings can't fetch either is a big downside. Wouldn't Manamorphose be slightly better than Bathe in Gold?

Thriving Isle and Thriving Moor are okay but could just be another UB land. You might be better off with cutting them and a few basics for things like: Path of Ancestry, Waterfront District, Mistvault Bridge, Ice Tunnel, and Contaminated Aquifer. I would also recommend running a few utility lands like Mystic Sanctuary and Bojuka Bog.
If you would like a little more mana fixing cards like Terramorphic Expanse, Esper Panorama, Grixis Panorama, and Ash Barrens are solid. Fetchlands are the norm but pricier.
Removal
Grasp of Darkness and Walk the Plank would probably be better as Go for the Throat and Resculpt. Doom Blade is a 3rd consideration. Edict effects like Diabolic Edict, Debt to the Kami, and Fleshbag Marauder are additional possibilities if needed.

I like Druidic Ritual but in Child Grim Discovery and/or Pulse of Murasa seem better unless you really want to push the mill angle.
