Okay. Hold up. In general, World Project Leaders are the people who give their time to creating and running the project. There can be more than one, also, not to rain on anyone's parade, but just because you have an idea doesn't automatically make you a Leader.
Secondly, I asked Senori for the planning forum, but Melaia says she hasn't seen him online in a day or two, so it might just be a matter of waiting.
Thirdly, MaxRPG and I can figure out the whole moderating system once there's a system to moderate. Isn't that more important to all of you folks who would like to help out?
Also, I also came into the thought that we could play around with timeline a little, set it far into the future or deeper into the past of Ravnica, so we could... play around with Guildmasters and what not. Just an idea.

If it's possible, I'd like for it to be fading from artifact color to blue, but in the event that that's not possible, just artifact will be fine.

Well, I think that for now, we should at least only use the original four Ravnica set guilds, and that there should be one World Moderator per Guild. I am somewhat willing to moderate a Guild (particularly if it is Dimir). We can build on the other Guilds as more information about the other Guilds fully surface, rather like an expansion onto the original core Project.
What I meant by increase of spells-per-turn by artifacts, is through artifacts that produce mana by drawing on its probably limited resources.
Since we are going to collaborate on this, and with some help from Melaia on my part, do you believe we could ask for a Planning Forum from Senori or try an off-site forum to plan the project itself?
Hm.. Now that I've taken a little bit longer to brood on the subject.. Here are my ideas:
Any member can have up to say.. 3 characters, just to provide some variety and choice with Guild selections. Characters start out as guildless. It doesn't matter whether or not they are mages, warriors, or any of the other RPG classes. They must complete tasks given to them by say... barkeeps who hear whispers of the Guilds themselves. The characters do tasks based, and the Guilds can send messages of congratulations or disgust, based on what the assignment was, what methods were used to complete it, and the promptness of the task.
Then you get to the Guilds. I believe that all the Guilds should be Player-Available, but certain guilds, such as Dimir and Azorius Senate should have restricted numbers, like one or two PCs a piece or something to that effect. They will have character-specific items, spells, locales, and jobs. Then it's a matter of pushing Guild Wars [hehe], Guild Sabotages, and an overall story-arch.
Onto the question of magic. I think that a system of scroll-to-memory should be used for at least the basic colored spells. They'll have levels from basic to grandmaster spells, and there will be a limitation on the number of spells castable depending on the level of magic you have, increaseable or decreaseable by magical artifacts.. Once a character becomes Guilded, then he or she gets a level cap on the colored magics that are not of his or her Guild. For the colors of his/her Guild, then he or she can start learning spells specific to that Guild, within growing levels, from small spells/skills such as Pickpocketing to larger ones such as Glimpse the Unthinkable.
Just my thoughts so far. I'm willing to elaborate more/help someone else build off of my ideas.
I would be willing to develop and coordinate this World Project if necessary. I believe that I have some skill with developing systems and creating mechanics. And I don't really care to be a World Moderator, unless it comes out that I truly love what I create, but that's never the case.
