Pestering Quartet--That's a pretty good card. Four 1/1's for four mana. Also, think about that card in Astral Slide. THAT's a good card for the deck.
Procrastination Ban--I'd like it, but my favorite color is blue. It makes instants a whole lot worse. Cool idea though.
Withering Touch--I don't think people will be using the second ability much, and for 3 mana you can get Dark Banishing or Rend Flesh.
Numbers Game--Anything that can sacrifice creatures for free (for example Spawning Pit) would be really good with this, because it is when the creature comes into play, so while the spell ison the stack you can sac you tokens and then get more.
Sneering Jackals--Seems fair, and more balanced than the original.

Scatterspark Magi: Seems fair enough. I'm not sure how to word it, but what if you could only split up the damage that would be dealt to the opponent or opponent's creature? Then Char Would be fair.
Infected Wererat: Interesting idea, fun, flavorful, and balanced. Good job!
Brainsquirmer: Cool idea, but I agree with RickCorgan, this should use counters so it's easier to remember.
Savrik, Asylum Director: Anything U/ is automatically a cool card, and this one even more so. My one problem is that it should be a Legend. It even has a name.
Immutable Soul: Interesting card. Ever hear of Necropotence? If you can get out soul quickly with Academy Rector, this can get very brutal very fast.
