No, this card depends on having a creature in play otherwise it does nothing. So I doubt it will see constructed play, it will be fun in casual and limited though.
They can't be in M13, at least not all 10. Because of Evolving Wilds number, there's no space for all 10 Shocklands in M13.
This is incorrect because we have so few multicolored/artifact/non-basic Land cards at the moment that what you see in that number crunch thread is a rough guesstimate. The only number of cards we have a firm grasp of are the mono-colored ones as there is a fairly even distribution for them.
So lets say the ninja deck has a new legend, then something like a Manalith color fixing card that can be in more then one deck. That leaves only 4 new cards. To justify dipping ninja into a 3rd color wouldn't all of those 4 have to be the new color? Then that would mean no new ninja in U or B. Is it really worth doing that in a Planechase product just to pander to Commander players?
Also even if all 4 of those cards are new ninja it would still mean only a total of 13 ninja, far too few creatures to make a NinjaEDH.
We also have to keep in mind that these are 60 card decks where multiple copies are allowed and if you take the 8 existing ninja and do this...
You make a lot of bad assumptions like 4 of the remaining new cards have to be green ninjas in order to justify including green and that the deck will have several 3 or 4 of's. Should the legend be green my guess would be that we would only need 2 other new ninjas in order to justify including green. Besides not all the green cards need to be ninjas for instance we could have Primal Forcemage or Tromp the Domains included as well. Also I doubt these decks will have more than 3 of any thing besides basic land. Even having 3 of's is rare in preconstructed decks. In addition this deck will need way more than 20 creatures seeing as it will include creatures with ninjutsu. Hopefully we will be getting more information about this product soon.

Oh wait their not.Their blue.....which aslo happens to be one of the ninja colors.In fact an Invisible Stalker or two more than likey will be in the deck since A)It helps you actually use ninjitsu & B)Rogues are tricky deceptive characters i.e.-much like ninjas

In addition it has flash creatures as well which also fit with ninjas. Yes, blue has flash and hexproof creatures as well, but no one's saying ninja's won't be blue, they're just saying they could be green.
We need delver since we are short on cheap creatures (1-2 CMC, no 3 doesn't count) I like feeling of dread but we should take cards we need over cards we want.

Here's the thing - I often find that if you are in green you want to go into green-red because of things like wild hunger or werewolves. On the other hand if your in white there is more of a pull to white-blue or white-black with some good flyers/removal. There just isn't any real synergy between green and white in DKA like there is in INN. Because of that travel preparations is less valuable.
To answer the question in the title he isn't overpowered in BW tokens he's only moderately good in that deck. The reason they don't use Elspeth or Gideon is simply because it's one mana too much.
