Here's another pont, Auras were introduced with 9th edition. I got the impression from reading the articles on magicthegathering.com that Auras came directly out of the 9th edition design. Ravinica would have been in design 2 years before coming to print. 9th edition just came out. Was 9th being designed 2 years ago? I thought 9th was designed last year (we picked some of the cards over the Summer). If Aura's really were designed first as part of 9th then the timeline doesn't match Ravinicas development.
I believe the sets are released as they are designed. If Ravnica was in design 2 years ago, 9th was in design 2 years and a few months, and Kamigawa was about 2 years and a half.
Just because Counsel of the Soratami was reprinted in 9th, doesn't mean it had to be on the the stores while 9th was in development.
When WoTC did the 9th voting and etc, they probably had the whole set already designed and only a few "holes" to fill. This voting gave us the impression that 9th was developed after Kamigawa was released, but in fact it didn't.
