Regardless, it's not aggressive enough for traditional red decks and too clunky to fuel burn decks. It also requires overcommitting resources to the board while not being impressive enough by itself. Finally, the grand effect is symmetric and hard to pull off. Smaller, less impressive versions with similar effects may be playable (two attacking creatures => damage, for example).

Seriously, it's only mediocre in non-synergistic decks, despite being above the curve. Why? Because there are better ways to spend two mana than for a 2/2. Mainly, for a 3/3.
So this shifts Echo into Buyback. The Echomaster is an interesting enabler, but, frankly, it sucks. It's even worse than a 4-mana artifact/enchantment because of its creature body. I would cost it at 1U and 1/1 for maximum enabling, or 2U and 1/2 for a fairer cost. He pretty much only interacts with a specific kind of echo creature: those with CIP/leave play effects. You can make him far more interesting by extending the effect to all players, not just you (making it a far better hoser than Keeper of Silence, which is too weak).
Promise Bearer doesn't work since you specify "next" without referencing from whence. I would do something like "When you pay this creature's Echo cost, you gain 3 life." Or you could simplify it and make it simply a CIP ability (that will have to be adjusted for power level, however, since the current ability is more vulnerable).

Put all other instant and sorcery spells on the stack into play as 2/2 blue and red Weird Elemental creature tokens with haste and "Sacrifice this creature at the end of your turn." Some doubt the solidity of Izzet summonings, but those people have never been face to face with a salt elemental.
