And though Amonkhet was not as developed, it succeed in making people feel for the world, curious for its history. The last line of the chapter Endure gave me goosebumps.

Heliod behaved very "white" in the story. White is the color of authority and rules, at times to the point of rigidity and tyranny. Heliod considered himself the big daddy of Gods, thus his position is not to be challenged, be it power or knowledge, even if such position was self-imposed by his ego.
Looking at Amonkhet gods after seeing their Theros counterparts, gotta say I much prefer worshiping the Amonkhet denizens, Theros Gods dastardly immaturity serves as good lessons and awful acquaintances, except perhaps Kruphix and Athreos. -

I suggest Contamination after seeing your list because you have high number of mana artifacts to support that strategy. I also noted about the budget restriction, but it seems like a viable upgrade when the deck comes to it.
In one of my successful usage of Contamination, I equip Daxos with Skullslamp and Gift of Immortality then drop Contamination, each turn I recur Daxos to draw cards and quickly found mana rocks I need to maintain that lockdown. Daxos being the underdog tends to deviate attention away from me till it happens. -

Nope. Fluctuator doesn't reduce the colored mana cost of cycling, whereas this one removes it completely.
And Melesse Spirit, you have to look at the actual card to see the male feature.

Good news for story's sake. I'm sure they were hoping the Gatewatch would be mainstream and loved, but the members just lack that charm. They could've use the Tamiyo story group, it would've been much more attractive.
I think "target creature gets -1/-1 until end of turn" is different from "putting one or more -1/-1 counter on target creature". Is there an errata I'm unaware of?
That said, Plaguelord is a good sac outlet for creature removal.
That is a Holy Molly grand idea, consider Amonkhet's addition to cycling cards. What other cards, aside from Astral Slide, would you put in such a deck?
Athreos, God of Passage is low cost, hard to remove, and doesn't require a tribal (although Cleric seems popular with him)), can be played with various theme such as combat, life drain, stax, and reanimation.
Yasova Dragonclaw isn't on the hard to kill side, but she provides versatility with both offense and utilities by stealing opponents' creatures. I made a deck on Cockatrice emphasizes on utility creature mostly with 2 power or less, but also able to pump them to 4 to trigger many "ferocious" effects. The deck also has a sub "land matters" theme to it. I'd put Shu Sun, the Silent Tempest and Alesha, Who Smiles at Death are both good with smaller curve decks.
I didn't say don't attack with Hazoret, I said attack only when situation is in need of it, as with all generals. Hazoret has the option of sniping with direct damage (w/ or w/o infect attached).
But you raised an interesting perspective with mana artifacts. Decks that run multiple (if not numerous) mana artifacts tend to run out of cards in hand until drawn, Hazoret benefits from the low hand size. Red draws like Outpost Siege allow Hazoret to maintain that low hand size but still able to cast spells. Perhaps it's beneficial to have many mana rocks in Hazoret variants.
Would Kozi 2 be a good inclusion here? While it draws you back to 7 cards, you can pitch them to either counter a spell or with Hazoret for damage, when attacking isn't favorable.
Like Purphoros, I don't think Hazoret needs to attack unless it's benefitial, so were shouldn't be in a hurry to rid the hand of cards. Her attacking and blocking should be an extra bonus when we're low on hands.
Yes she does, which makes her perfect for persist as well. (I hope there are ten viziers in this set)
Insult // Injury and Onward // Victory are both going into my Shu Yun, the Silent Tempest deck, double the prowess, quadruple the damage!
As many pointed out, Persist and Infect are great with her, and anything with proliferate. Fevered Convulsions is an expensive but limitless -1/-1 counter distributer, Glistening Oil is another slow but persistent generator, Incremental Blight can dish out massive number of counters, Shambling Swarm and Skinrender are two sides on the same coin. Aboroth is a weird choice that put counters on itself but numerously.
Tribal snake cards would make the swarm that much more deadly.
Attrition allow all the snakes you make to become snipers. Skullclamp is an obvious fodder.

I'm sure some of your 34 EDH decks could use the Monument even if the color is off.
Other ways to use the monuments: Karador, Ghost Chieftain allow one to cast creature from graveyard, Silas Renn, Seeker Adept with artifact creatures (which can be bounced/casted for free when set up), Athreos, God of Passage makes death-return even more painful, etc.
The power of hieromancy, as explained by his teacher, symbolizes the strength of societal agreed rules. Even if a villain doesn't abide the laws, they recognizes the consequences and its proximity to be affected by it. If a society believes backstabbing is the norm and has no laws protecting people against it, hieromancy cannot work, much like Gideon cannot impose Zendikar rules on Eldrazis, because there's none to apply.
