Heliod behaved very "white" in the story. White is the color of authority and rules, at times to the point of rigidity and tyranny. Heliod considered himself the big daddy of Gods, thus his position is not to be challenged, be it power or knowledge, even if such position was self-imposed by his ego.
Looking at Amonkhet gods after seeing their Theros counterparts, gotta say I much prefer worshiping the Amonkhet denizens, Theros Gods dastardly immaturity serves as good lessons and awful acquaintances, except perhaps Kruphix and Athreos. -

I suggest Contamination after seeing your list because you have high number of mana artifacts to support that strategy. I also noted about the budget restriction, but it seems like a viable upgrade when the deck comes to it.
In one of my successful usage of Contamination, I equip Daxos with Skullslamp and Gift of Immortality then drop Contamination, each turn I recur Daxos to draw cards and quickly found mana rocks I need to maintain that lockdown. Daxos being the underdog tends to deviate attention away from me till it happens. -

I also like the black one a lot, because it feels black with sacrifices and life payment, which is what I always liked about Black decks, Ob's ultimate is an emblem with an activation cost, great idea.
Red and Green decks both have great synergy, but I am not a fan of elves, so I would pick Red as #3.
Perhaps an EDH themes Caw-Blade featuring Nahiri and Teferi (both can be played as part of the 99) could be done, which all her to go ultimate very frequently.
You realize that if you're facing a blue deck, Boomerang and Evacuation are both likely going to show up? Ajani's ultimate is relatively safer than Nahiri's from Boomerang, that says VERY little.
And if you want to talk about responses to PW ultimates, Ajani's ultimate is actually more risky facing other colors. Facing black, Mutilate, white - Wrath of God, red - Bonfire of the Damned, all of which Nahiri's ultimate are immune to. Does it stop you from attempting Ajani's ultimate?
And as Galspanic listed in his post, many PW ultimates could be nullified with a good variety of spells. Saying, "Nahiri's ultimate being countered by Boomerang makes her bad," is no less ridiculous as saying, "Garruk, Primal Hunter's ultimate sux because it could be countered by a Wrath of God." First of all, not everyone plays blue or white or whatever color that directly hoses your PW, and second, you are completely ignoring the first two abilities which are more frequently used than the ultimate.
As for Nahiri being restrictive, DUH, playing a commander deck is all about utilizing your commander to it's upmost power within his/her color(s). Nahiri requires equipment as much as Scion of the Ur-Dragon requires dragon, big deal.

No offense taken. I said it's a card that represents the player and he/she would always put into the deck if the deck could afford it, suggests it would be the card a player is known for, although you said it with much more clarity using far less words.
Given the nature of the game, most creatures cannot fit into a deck without their respective mana sources, a balance mechanic Yugioh does not have. Eternal Dragon, for one, can technically go into any white-aligned deck, and cards like Rebel Informer can be searched out by other rebels. Then there's artifact creatures. If all creatures are colorless, there're would be a lot less headache for a Melvithos like me (Melvin + Vorthos).
If we do this by color, my Sig-creature for each would be:
Red: Shard Phoenix
Blue: Chancellor of the Spire
Black: Sewer Nemesis
Green: Eternal Witness
I think there's a trend going, lol.
Side Note: I once planned on getting a Lighthouse Chronologist for my historian friend who's also a lighthouse fan, but he stopped playing magic. A pity, it would've suited him.

Pretty much sums up a typical fanatic consumer who would argue for days to prove that his target of worship is better, be it celebrity or smart phone. It being 3/1 because I want to emphasize that these fanatics tend to have more loud noise than evidence to back up their claim.
Gameplay wise, this card is probably needs a cmc raise?

In Yugioh, every player has a signature creature card that's the core of his/her deck, not only act as a 'commander' in their deck but also represents their philosophy as a whole.
If you have to pick one creature as your signature card, one that represents you as a player and you'd always put it in your deck if the deck could afford it, which one would it be?
My signature creature would be Yosei, the Morning Star. I'm a sucker for Spirits, so a 5/5 flyer for six like Yosei appeals to me. In addition, Yosei's after-death ability defies even Emrakul, the Aeons Torn, which is akin to my philosophy, "When you leave this world, make sure it's in a better state, or bring hope that it will be."
Here was a Junk deck that triumphed with Yosei.

True, consider the Jund color isn't known for card drawing, although Greater Good has been used with big creatures before, and it benefits reanimation schemes if you have such.
As of your current deck list, Green Sun's Zenith can search (and put into play) all except two creatures. The mana ramp with Veteran Explorer (not to mention Phyrexian Tower) is impressive enough that you won't have trouble getting the creature you want into play. That said, Garruk's search ability is overshadowed by Zenith, his ultimate is not as powerful due to the small number of creatures, and you have creature removal that makes his fight ability unnecessary.
I haven't played a Jund color Zenith Explorer deck before, but from my experience with other combination I feel that such decks don't require more than one "muscle creature," i.e., because Green Sun's Zenith searches the right creature for you, you can fill the deck with utilities and uses one as the kill creature. These decks also commonly utilizes planeswalkers as their win con while the rest of the deck provides utilities (for example, in a BUG version I uses Jace).
Within the Jund colors, Blightning is a nasty card to cast after you double Therapy their hand.
Venerated Teacher is the first comes into mind, given that Clone can copy it when it comes into play, and it can save some mana on level up your creatures. Training Ground, of course, works with any level up creatures.
