For being budget, you're running some of the pricier lords.
No Gravecrawler or Rooftop Storm? Though the latter is less useful if using a non zombie general, it's still useful in allowing you to slap down zombies and keep mana up. Plus the obvious alternate win condition with Diregraf Captain, Gravecrawler, + sac outlet.
And just spoiled, the Siren of Silent Song looks like it belongs in this deck.
I don't mind splurging a little on Death Baron because he's about 1/3 of the $25 budget! I haven't gotten a hold of him yet, so that's a possible cut. Gravecrawler is priced about the same so maybe I'll go with him instead, and I love Rooftop Storm for this deck, especially if I want to go with a more controlling build.
I am running a BUG mill/combo deck and I've noticed that while I have a few ways to grab up the necessary parts, I could find room for some more. Also, I mill myself fairly regularly, so returning them to the battlefield or my hand from graveyard would be fine also. Tutors would be looking for Mindcrank and Duskmantle Guildmage
Suicide until you win the game or die. Using cards that gain life are usually just speed bumps to the game plan. Same thing with using a reanimator deck and trying to protect a GY.
I like him in my deck because on his own, he can maybe give me 15 life. If I can clone him, I definitely get 15 life, maybe 30. If I can kicker Rite of Replication, well, everyone will hate me. That's never happened, but it would be an epic way to win.
I agree with changing out the mana dorks, they were all i had laying around as far as that goes but I've added them to the list (I think you mean Sylvan Caryatid?)
No, I really mean Sylvan Primordial. He is an absolute must have for a green deck for a few reasons.
1. He's a 6/8 with Reach. He doesn't block everything, but he blocks a lot.
2. He's Acidic Slime that hits every opponent for any nocreature permanent (including planeswalkers).
3. He ramps you even more.
Additionally, in your deck, he places 6 counters on something once he hits the yard, and he wears Rancor really well. Hell, he can even ping everyone for 6 if you sac him with Jarad, Golgari Lich Lord.
I just started playing EDH about 3 months ago, but you can generally hear the groans around the shop when someone drops him into play.
I think some good, cheap additions would be the creatures who ramp you without having to actually be on the field. Arbor Elf and Voyaging Stayr are fine cards, but there are a zillion ways they die and they aren't super valuable scavenge targets.
Also, your deck would benefit from sweepers because you have a lot of regenerators/value from scavenge. Life's Finale is one that isn't too hard on the wallet.
Considering replacing Awakening Zone with a mana rock that can add any of one color. Anyone have the best budget options for such a card? Darksteel Ingot is the benchmark, I suppose.

Legendary Creature - Zombie
Creatures you control are zombies.
If a creature recieves combat damage from a Zombie, at the end of the turn, gain control of that creature. If it was put into the graveyard from play, return it to the battlefield under your control.
Everybody's a zombie; some just don't know it yet.
2/2
Love the flavor, but I'd just give "other Zombies you control have deathtouch" and add 2 B to the mana cost.
Of course, it took 3 rares and 3 uncommons to be remotely playable, and the life loss on the guildmage is actually what won me most games after a Mirko Vosk bash.
Yep. It's another 3 drop Zombie that just gets better with lords.

Currently Running:
Diabolic Tutor
Diabolic Revelations
Tezzeret the Seeker
Dimir Infiltrator
Budget is a concern, but I do have a few standard goodies to trade (locally), so I can spend up to $25-30 in cash/trades. What have you?
I also agree with this.

I'd grab Solemn Simulacrum, Farhaven Elf, and Sylvan Primordial as soon as possible to replace some of your mana dorks. Also, Avenger of Zendikar seems like it would fit well into this deck along with some ramp spells like Explosive Vegetation and Cultivate.
Also, your deck would benefit from sweepers because you have a lot of regenerators/value from scavenge. Life's Finale is one that isn't too hard on the wallet.

I rocked an RTR block draft with 2 x Mirko Vosk, Mind Drinker, a Mind Grind, 3 x Sage's Row Denizen, 2 x Duskmantle Guildmage and an Undercity Informer. I didn't get a Mortus Strider, but I still went 3-0 with it.
Of course, it took 3 rares and 3 uncommons to be remotely playable, and the life loss on the guildmage is actually what won me most games after a Mirko Vosk bash.
Turn 2: Island into Coiling Oracle, hit Swamp.
Turn 3: Explosive Vegetation. (6 lands tapped)
Turn 4: Duskmantle Guildmage and Mindcrank with 1BU open.
Turn 5: Windfall, 3 dead opponents.
Also, milling my opponent for 200+ when using Grisly Spectacle on his massive Kalonian Hydra.
