i think she's overrated and will see major play everywhere for a month, then tank in value hard as she doesn't find a home, and then rise a little bit just before she rotates, then tank again harder.

I think most people will quickly figure out just how weak this lili is. The fact that the -2 requires you to 1. play creatures. 2. have creatures in the yard. 3. want a THREE MANA RAISE DEAD means that her applications are few and far between, with number 3 being the main hurdle. The ult is too hard to attain, the +1 isn't impactful enough, and the -2 is one of the worst loyalty abilities to ever appear on a walker. Expect this to see 0 play.
I guess that it is still decent removal. I don't get why they think that Lightning Strike is too powerful though.
I don't remember the source offhand, but a recent Stoddard (I think it was Stoddard) said that the cards aren't necessarily too powerful for the format. They just restrict color identity and player color choice. If you have Strike in the format, people tend not to play red decks; they just play decks splashing red for Strike. I believe this was Wizards' rationale about this card and others like it.
Seriously? What decks have ever "splashed" for lightning strike? Do they honestly believe that the card is THAT good?
This card is FAR from a good sideboard card in control decks. The deal with leyline type cards is that you MUST pack 4 of them because in most decks they are dead cards if drawn past turn 1. This card is in the same boat, but unlike leyline of the void or leyline of sanctity, this card doesn't instantly win you the game. It more likely than not contributes to you losing the game, considering you could have put an actual useful sideboard card in this slot. In standard it is 100% unplayable.
It's a 2/2 first strike for RR. Activating delirium in RDW is probably just going to be straight impossible. If this card would be in a RDW list, then that means red is probably a tier 3 deck. This thing should be an uncommon, its just bland and bad.
I think that with the nature of this deck, breaking the format more than any format has been broken since combo winter, easily merits two bans. This argument over temple or eye is pointless. If wizards doesn't think 1 ban will push the deck into complete in-viability, the will ban both lands in order to be sure.

This is a HARD mechanic to enable, you have to connect with one of those abysmal cards and then your pay off is an effect that wouldn't warrant a drawback if it was printed last set. I mean the blue processor is quoted as part of Christmas-land scenarios and in those scenarios it is just a worse mist raven. It actually blows my mind just how bad this mechanic is.
Given that more cards are designed with Limited in mind that any other format, yes. Is this new? Because from my experience this has been happening since 1997.
Again, the issue is that this card is ABYSMAL in limited. You need 4 or more colors to make this card something other than a really over-costed tumble magnet. Getting 4+ colors in limited is really hard and EVEN IF you manage to get a deck that can reliably pay WUBRG for this garbage it is still extremely medicore, it's paying 5 mana to not affect the board in a meaningful way. Most of the time when you play this card with 5 colors it will just be an outpost siege with 5 uses and no versatility. But lets be honest here, you will not draft a 5 color deck in limited that can reliably win games and this will be relegated to last pick every draft.
Every time I look at this card I can't wrap my head around how bad it is. I don't understand how wizards thought this was acceptable in any way. A card that is absolutely 110% garbage last pick in limited and just as bad in constructed and EDH is made a rare inexplicably.
Again, if the card's name is actually "Ugin's Council," that's a QA fail the likes of which we haven't seen since "patheitc" on M13 Wit's End. The word for advice is "counsel." The rules text isn't implausible though.
But "council" is also a word that makes perfect sense in this context. (The name of a chapter in LotR is "Elrond's Council.")
Ugin is holding a council. Maybe at this council, the PW's take each other's counsel.... That being said, no opinion on whether or not this is fake.

A council is a group of individuals and a meeting of a council requires a quorum thereof—I'd suggest at least three. However, there is plenty to suggest Jace is receiving guidance from Ugin—that is, "counsel." Secondly, I'd argue that "Ugin's Council" would be an appropriate name for a creature card, but is not appropriate for a sorcery, the names of which tend to be verbs, abstract concepts, or inanimate objects.
I'm splitting hairs, obviously. But my intuition screams that this card is fake, or at least has a typo in the mock-up.
Mate every other card this guy leaked has just been confirmed verbatim. I'd say ugin's counsel or council is also 99% confirmed.

Real or not, the mockups are mockups and not official spoilers or official cards. This thread should be in Speculation.
The last time I checked this forum was called rumor mill, not "redundant card list". Stuff like this deserves some credence as the "leaker" has already made one correct prediction and the cards make sense.
Well 2/3rds correct prediction. he said 5-6 mana RG omnath. RG and Omnath were correct. mana cost wasn't. I'm not saying these can't be real, but I think the people who are being skeptical have every right to do so and to be frank we all should take these with a grain of salt. OP could be right, OP could be wrong, but saying definitively one way or the other is just dumb at this point

Card is exceedingly bad. There are much better sideboard cards against burn, which is the only use this card really has.
Though the name and format make me hopeful we have a cycle, perhaps a series of "chancellor" spells
