Actually, its abilities could be
+1 look at target players hand.
-3 reveal the top card of your library, if its a land, put it into your hand,
-8 bounce all blue and green permanents,
2 loyalty and cost 2ug and it would still probably be a $50 planeswalker for at least a little bit.
No scry, it isn't evergreen, and they wouldn't put it on a walker.

They could easily do the scry ability without mentioning actual scry keyword, like they did on JTMS. It's effectivly scry 1 or fateseal 1, which is even better. And it's a +1 aility, btw. She could be digging some amount of cards into library for a creature in a similar manner Mayael the Anima did. Maybe something like

That's basically Demonic Tutor and the life loss isn't a big enough cost, it's still too powerful.
Honestly, I don't think Demonic Tutor is too powerful card, instead, it's a nice cantrip. But Wizards do, so I realize that we won't see this particular one. And the life loss can definitly hurt, depending on what you search for

I think loss of life, 1 less toughness and higher rarity isn't actually worth a 1 less cost.
Can't the hint mean that it's a search your library card that let's you lose life equal to the cmc of the card?

Already thought about this type of a card before. Something like
Painful Tutor 1B
Sorcery
Search your library for a card, reveal that card and put it into your hand. You lose life equal to that card's converted mana cost.
This could be a fine card. A Grim Tutor type of an effect.
But instead I think the clues are pretty obvious:
Dark inspiration - this in a card-drawing instant spell in black.
Seer - you get to scry first.
Confidant, "No pain, no gain" - you lose life equal to those cards' cmc.
To sum it up, its an instant for some amount of mana that lets you scry N and then draw N cards, along with losing life equal to the cmc of those cards. In my opinion, its a pretty powerful effect, especially at instant speed.

It may also mean that she somehow looks like the sea god. According to this article, "Atua" in her name may mean "god".

Not a chance. MaRo said that the reason they didn't reprint Thoughtseize in MM is that they did it in THS.
