I think we should bring back Keranos, God of Storms into the sideboard. It prevents fateseal against Jace decks, provide card advantage and hard to be removed by Jund decks.
The biggest problem the deck faces is Stony Silence. The deck needs a solid game plan for game 2 and 3. I would prefer this deck to be in blue red colour, red for Wildfire and blue for the artifacts tutor. However, there aren't many ways to remove the enchantment once it's on the battlefield.
You could also try Sun Droplet to work with Painlands. That will ensure you gain life and get a horse token every turn, even at opponent's turn. Alternatively you can play some instant flicker cards like Eerie Interlude in the deck instead of protection spells. It also makes life gain cards like Kitchen Finks, Thragtusk etc. better in the long run.
Add some thragtusk? If you do think that opponent is playing path to exile, you can always eldritch evolution into thragtusk. I do think kitchen finks should be included as well. They will attract the path to exile.
I do agree that Street Wraith has empowered the consistency of Death Shadow deck variants above all other decks, just like Gitaxian Probe in the past. Don't get me wrong, while I think Death Shadow is a fine unique card to exist, but the "zero mana" creature cantrip does too much for too little cost to allow Death Shadow to be played/grow earlier and enable delve for Angler and Tasigur. The recent price tag of Street Wraith indicates that the importance of the card in any Death Shadow decks.
To be honest, Joe Soh's deck mana base seems fine. It is very similar if you compared it to Eldrazi Death & Taxes deck which runs 4 Ghost Quarter instead of 4Mutavault. The only difference is that Eldrazi Death & Taxes has access to turn 1 Aether Vial, which allows you to drop creatures if you do not have the mana to cast them. Wasteland Strangler is a important piece of the deck. The deck relies on turn 1 & 2 discard spell to strip and gain information on opponent's hand, cast efficient bodies such as Tidehollow Sculler and Thought-knot Seer to further strip their hand, then you use Wasteland Strangler to make sure the cards doesn't come back.
Just had this idea for a death cloud list. Posting it so I don't forget. Will write about it later after some goldfishing. I don't own the lili's so I can't actually test it.

I believe that Blood Sun would disable the bounce part. For amulet titan decks, you would want to be able to bounce tolaria west most of the time.
