Code of Conduct3WU
Enchantment (R)
At the end of each player's turn, exile all cards from that player's hand face down.
At the beginning of each player's turn, return all cards that player owns exiled by Code of Conduct to that player's hand, then that player draws a card. Patience has its rewards.
Onur, the Mind Nexus1UU
Legendary Creature - Vedalken (M) 2,T: Put a nexus counter on target creature.
Creatures with nexus counters get +1/+1 for each other creature with a nexus counter.
Creatures with nexus counters have the activated abilities of other creatures with nexus counters.
Return the Fallen 2WB
Instant (R)
Return up to two target creature cards with converted mana cost 2 or less from your graveyard to the battlefield. "Rise. Your services are yet required."
-Tel'Al, Orzhov Pontifex
Emphatic Propagandist1WW
Creature - Gestalt Cleric (U)
Whenever Emphatic Propagandist becomes blocked, indoctrinate 2. (Distribute 2 indoctrination counters among creatures you don't control. When the number of indoctrination counters on a creature is greater than or equal to its toughness, remove all of them and gain control of that creature.) His voice carries the Gestalt Gospel with every breath.
2/2
Madness1R
Enchantment - Aura
Enchant creature
At the beginning of combat on enchanted creature's controller's turn, tap enchanted creature, then it fights another random creature. When you see everyone as your enemy, soon everyone is your enemy.
Progenitor of Quizzes2UUGG
Creature - Sphinx Hydra [M]
Flying, Trample, Hexproof
When Progenitor of Quizzes enters the battlefield, discard your hand and exile the top card of your library.
You may play cards exiled by Progenitor of Quizzes. Whenever you play a card this way, exile the top two cards of your library.

IIW: Narset wakes in a different plane
I like it. Seems like it could get out of hand pretty quick, though, especially since there's no easy way of killing the creature. Solid flavor here. I'm gonna have to give this five quizzical sphinx heads out of seven.
Vazz, Betrayer of Secrets2UUBB
Legendary Creature - Demon Sphinx M
Whenever Vazz deals combat damage to a creature, that creature's controller exiles a card from his or her hand.
You may play cards exiled with Vazz.
At the beginning of each player’s end step, that player loses 3 life for each card they own exiled with Vazz.
5/5
IIW: "and/or" kickers (see Volvers)
Eh. Most of the time, just a big dumb beater. The flavor's here. Not really blue, though, beyond being a sphinx.
Mistform Ultimus3U
Legendary Creature - Angel Hydra (R)
Mistform Ultimus is every creature type (even if this card isn't on the battlefield).
3/3 It may wear your face, but its mind is its own.
Riddle Hydra4GGUU
Creature - Sphinx Hydra (M)
Flying, trample
Riddle Hydra’s power and toughness are each equal to the total number of cards in all player’s hands.
If a source would deal damage to Riddle Hydra, prevent that damage. Each player draws cards equal to the damage prevented this way.
*/*
IIW: Madness
Like this more than I feel I should. It's probably the best mechanical execution of what a sphinx hydra would be. It's not making any waves in Legacy, but that probably doesn't matter for this challenge.
Demolisher, the Hydragon4RG
Legendary Creature - Hydra Dragon (M)
Flying, Trample
When ~ deals combat damage to a player, you may pay any amount of mana. Choose target creature for each B spend this way, choose target nonbasic land for each R spend this way, choose target artifact for each G spend this way, and choose target enchantment for each W spend this way. Destroy the chosen permanents. She has many breaths, but all bring an end.
6/6
IIW: Juggling
It's a cool idea, but it seems sloppy that there's not an option for U (though I understand why). Also, given that green can destroy lands, artifacts, and enchantments, it seems like this could have just been a BG demon hydra.
Arela, Unheeded GloryXGW
Legendary Creature - Angel Hydra (M)
Flying
Arela, Unheeded Glory enters the battlefield with X +1/+1 counters on it.
Whenever an opponent casts a spell that targets one or more creatures you control, counter that spell unless that player pays 1 for each +1/+1 counter on Arela, Unheeded Glory. She has many faces, each of them divine.

IIW: What do you do after you've dredged your Golgari Grave-Troll back to your hand during your draw step?
Herbology ClassG
Sorcery - Class (U)
Attendance (Choose any number of target creatures you control that haven't attended a class this turn.)
Put a +1/+1 counter on each attendant creature.
Potions Research1UU
Instant - Class (U)
Attendance (Choose any number of target creatures you control that haven't attended a class this turn.)
Draw a card for each attendant creature.
Pomona Sprout1GG
Legendary Creature - Human Wizard Teacher (R)
Whenever you cast a green Class attended by Pomona, put a +1/+1 counter on each other creature that attends to it. 1G: Regenerate Pomona Sprout
3/3
Interesting mechanic, and a good way to represent class/studying. I'm not a fan of how much worse these are in multiples. Potions Research seems undercosted, and really stresses how much more powerful these are as instants. Finally, I think Sprout should read "each other creature that attends it."
Verris, Icon of his People2R
Legendary Creature - Warrior (M)
When Verris enters the battlefield, choose Dragon or Devil. You may pay RR to choose both instead.
Dragon - Verris has flying. Creatures you control are Dragons in addition to their other types and gain "R: This creature gets +1/+0 until end of turn."
Devil - Verris cannot be blocked except by two or more creatures. Creatures you control are Devils in addition to their other types and gain "Whenever this creature deals combat damage to a player, you may pay R. If you do, untap this creature."
2/3
IIW: "It's dangerous to go alone. Take this"
Interesting riff on Sieges. It doesn't fit the challenge, for a few reasons, and the Devil ability is not red. Cool, though.
Evolutionary Advantage(G/U)
Instant (U)
Until end of turn, target creature gets +2/+2 and trample if G was spent to cast Evolutionary Advantage, and gains hexproof and can't be blocked if U was used to cast Evolutionary Advantage.
IIW: Creature with two iconic creature types (Iconic creatures are angels, sphinxes, demons, dragons, and hydras)
Couple's Getaway2WW
Instant {U}
Exile two target creatures controlled by the same player. That player gains life equal to the creatures' combined toughness.
"Honey! Pack your bags!"
(From the tropical island set)
Hope Stangg and his twin enjoy the beach. I kill him over 9 turns.
Yea, granting flying was from an earlier version of the card that turned all your creature cards into dragons. Then I thought that was dumb, since it's not really a tribal deck if you can throw any creature in there.
Astral Form3WU
Sorcery {U}
Untap target creature. Until end of turn, it gains double strike and "If this creature would deal damage to a player, instead that player puts twice that many cards from the top of his or her library into his or her graveyard." Entering the mental realm allows for targets more vulnerable than flesh and bone.
Double strike alone would have worked, but someone else did that already.
Guardian Vision3WU
Creature - Spirit {U}
Guardian Vision can block any number of creatures.
Other creatures you control can't block.
Guardian Vision must block all attacking creatures.
When Guardian Vision becomes the target of a spell or ability, sacrifice it.
0/6
Because it would just be stupid to cast this and cast Indestructibility on it.
Gravitational Shift2UR
Enchantment (R)
Creatures with flying get -3/-0 and lose flying.
Creatures without flying get +3/+0 and gain flying To a true mastermind, even gravity can be turned to one’s advantage.
Cast enchantment, bringing down the griffins and the ornithopter, but lifting up my my commander. Swing with my commander and leave the now neutered griffins (0/3's) wallowing.
Enchantment (R)
At the end of each player's turn, exile all cards from that player's hand face down.
At the beginning of each player's turn, return all cards that player owns exiled by Code of Conduct to that player's hand, then that player draws a card.

The answer would appear to be "all of them".
Enchantment - Aura
Enchant creature
At the beginning of combat on enchanted creature's controller's turn, tap enchanted creature, then it fights another random creature.
When you see everyone as your enemy, soon everyone is your enemy.
IIW: one-mana charms
I like it. Seems like it could get out of hand pretty quick, though, especially since there's no easy way of killing the creature. Solid flavor here. I'm gonna have to give this five quizzical sphinx heads out of seven.
Eh. Most of the time, just a big dumb beater. The flavor's here. Not really blue, though, beyond being a sphinx.
Ho! Hoho! Hohoho! Sir, you slay me!
Like this more than I feel I should. It's probably the best mechanical execution of what a sphinx hydra would be. It's not making any waves in Legacy, but that probably doesn't matter for this challenge.
It's a cool idea, but it seems sloppy that there's not an option for U (though I understand why). Also, given that green can destroy lands, artifacts, and enchantments, it seems like this could have just been a BG demon hydra.
Seems real harsh--hope your opponent has a wrath.
Interesting mechanic, and a good way to represent class/studying. I'm not a fan of how much worse these are in multiples. Potions Research seems undercosted, and really stresses how much more powerful these are as instants. Finally, I think Sprout should read "each other creature that attends it."

Next challenge: Madness
Make me a custom mechanic for a flavor-driven Harry Potter set.
