My guess is no, since the ability has a condition on it:
710.2. A level symbol is a keyword ability that represents a static ability. The level symbol includes either a range of numbers, indicated here as “N1-N2,” or a single number followed by a plus sign, indicated here as “N3+.” Any abilities printed within the same text box striation as a level symbol are part of its static ability. The same is true of the power/toughness box printed within that striation, indicated here as “[P/T].”
710.2a “{LEVEL N1-N2} [Abilities] [P/T]” means “As long as this creature has at least N1 level counters on it, but no more than N2 level counters on it, it has base power and toughness [P/T] and has [abilities].”
710.2b “{LEVEL N3+} [Abilities] [P/T]” means “As long as this creature has N3 or more level counters on it, it has base power and toughness [P/T] and has [abilities].”
I don't think most of the expensive cards that were reprinted in older Commander sets were very expensive when the sets came out. Correct me if I'm wrong, but generally I don't think it's been common for anything more than $8 (at the time) to be reprinted in these sets. 'Cause then they have to take that out of the rest of the deck. Am I wrong?
Obviously certain cards have shot up, but you can't account for the future.
Well, one good thing they did in 2013 was to reprint some Portal cards such as Hua Tuo, Honored Physician, making them available to everyone (and then they screwed up with True-Name Nemesis)
Correct me if I'm wrong, but if you have a face down creature that dies while Rayami is on the battlefield, the face down creature is exiled face up with a blood counter, and therefore Rayami counts its abilities. Is that right?
For example: Sagu Mauler is face down with Rayami out. The Mauler dies, is exiled face up with a blood counter by Rayami's ability, and grants Rayami trample and hexproof?
I would say yes, since you only check the keywords once the card is in exile, thus face up.
So it might be silly, but what do you think of the Flash + Protean Hulk synergy in that deck? Not to combo off, but to try to get a maximum number of keywords in one go. Flash could be useful on its own to give a new keyword at instant speed to Rayami (provided you've got a creature card with a keyword in hand) and Protean Hulk can be sac'ed with the other sac outlets the deck will be running.
Also, what would be the best pump spells for Rayami? Eldrazi Conscription looks neat. Argentum Armor can let you destroy other creatures (hopefully with keywords). Since we're in green, Blackblade Reforged could be strong. Any other ideas?
From what I see, nothing has double strike. Gotta hope an opponent gives it to you.
Yeah, it looks like it's the only one missing. Maybe I'll put Bribery and hope someone is playing Boros at the table. Still, it looks like a fun challenge to try to assemble all the keywords on a single card (maybe I'll print a keywords checklist and laminate it as to not lose track of them)
They made the face card for morph deck a Tarkir legend, and chose Sultai instead of Temur?

According to scryfall, there are 131 morph cards in Temur and 129 in Sultai. It doesn't look like that big of a stretch. And it's also good to have something besides Animar.
This is not much different than any other certification programs for other careers. Take for example Massage Therapy (mostly because I am familiar with it). There are two companies that provide certifications and insurance that several states require to practice. You have to pay for the membership it doesn’t get you a job, but helps to advance your career. If you think of this program in that same manor, this is a very good thing for the judging industry.
I understand your point of view but I think the analogy breaks down when you consider that massage therapists are actually paid for their work and recognized. This is where the problem lies for the judges, I think (not a judge myself, just got a few friends that were L1).
The pay doesn't seem to follow any kind of rules. So now, on top of not having a realistic monetary compensation for their work, they will have to pay an annual fee. (At my LGS, for a prerelease, there is usually only one judge for 40-50 players, and they got paid 25 euros, a drink and a meal)
Now if the new company can somehow enforce some rules on that regard, and ensures that an LGS has to pay their judge with a predetermined wage, that would be indeed a net progression.
Again, I'm just expressing my opinion on what I've heard of the situation from some friends, so I might be wrong

What do you think would be the best "package"? I'm guessing Viscera Seer will be a part of it. Banehound and Nightveil Predator look like strong candidates, giving flying, deathtouch, haste, hexproof and lifelink. Phyrexian Dreadnought, Gifted Aetherborn, Bassara Tower Archer and Mistcutter Hydra also looks like a fun combination, giving 7 keywords at once.
