I’d say checklands, based subjectively on my choices when building EDH or Highlander decks.

How about 4-colour Saheeli? Not sure if it’s all that viable, but it looks fairly close to meeting your criteria.
No landkill beyond a single-use Wasteland, say. This includes no Annihilator, etc.
No hard locks or Stax decks. Possibly no ‘extreme control’ either.
Probably no Infect, because people get funny about that one.
No ultra-fast aggro strategies.
Basically, EDH: the Midranging.
Spell Snare is obviously nice vs snap.dec, but also reasonable as a 1-of, maybe 2, in general, depending on specific lists you’re facing.
Also worth thinking carefully about your wincons - how costly they are, and how resilient, etc.
edit: Oh, just checked the list you’re playing. Well, I suppose Snare seems a fair bet, from the above. The rest is basically already there...
The state of Modern is what it is.
On that note, the next two should be Stoneforge Mystic and Splinter Twin, without a doubt.
Anyway, Counterspell is the no-brainer. It is what Modern needs.
Also seconding Baleful Strix - not broken, just very good. Might give some decks a little breathing room, if only for a turn or so.
And Containment Priest - something to disrupt degenerate decks of that type is only ever a good thing.
As for cards I would've liked to see reprinted regardless, Bloom Tender is right up there.
edit: Also, strongly dislike most of the new artwork. Cheap and nasty.
Echoing a post above: if you don’t like a particular card or strategy, punish it. Destroy it. Disallow it (with cards, not house rules).
I’ve yet to run into any real problems with this approach.
So have I, and it happens to be... Modern! Also EDH, and Highlander actually (this one scratches my ‘Legacy itch’ just fine.)
Tried Legacy for a while (and yeah, I have almost all the cards I would ever need for that), but didn’t enjoy it much.

Another immediate thought (draw-wise) is a colour-shifted Coastal Piracy, give or take a detail or two perhaps. This is absolutely more White than it is Blue. I mean, they even shifted Curiosity to Green, so... close?
Oh, and something ‘taxes-like’ could work too. Along the lines of Rhystic Study, perhaps, but not as broken (of course). Strikes me as very White, actually.
Overall though, if not for draw (a lack of), I think White has plenty of power and flexibility. *shrug*
