Mana-dorks seems like an easy budget option, but you could use anything repeatable with a small-cmc that taps itself.
I'd consider filling with manadorks, Throne of the God-Pharaoh & draw, to ramp into Biorhythm.
Bio gets you within striking distance, Throne finishes them off. But really, Throne is a win-con in it's own right.
Dumb deck is dumb, but if you aren't killing off a few players with this by turn 5 or 6 I'd be surprised.
EDIT: Life // Death looks good here instead of (or perhaps aswell as) Bio-tech is Godzilla.
I like shenanigans, I play a lot of different decks, but my fave I'm currently rocking is blue with mainly clone/control magic-types, Crystal Shard's, Aura Thief etc.
Every single evolve deck I've seen runs 4x Fathom Mage. It works with a huge chunk of MTG card choices in UG. Google up graft & proliferate decks etc. for examples, look up Fathom Mage combo's. The card can be a hand-filling machine in the right build. I've seen this thing draw half a deck in a single turn before, much like Trade Secrets can. I mean, even lands works with it to draw cards!
With the deck construction limits you have in place, you're limiting how degenerate it can possibly get, but you still won't stop infinite combo from appearing.
I think as long as your ban-list reflects which infinite combo you consider too degenerate (like T1 *I win* enablers) you should be fine to assume there will be some making an appearance, but to completely stamp out combo is unfair.
FWIW, if there is prizes on offer for winners, you're going to get degenerate. People like to win.

Their take, was that ISIL are not deeply religious at all, it is a sham, they are using Islam as a brainwashing tool to recruit soldiers from across the globe for their war. They told me to observe that ISIL has been killing Muslims of all persuasions to achieve their goals, which directly contradicts any Islamic faith.
FWIW, many of the ISIL soldiers identify as Sunni's, but I don't that is really all that relevant given the history of the middle east.
Where I play there is a limit on proxy's for legacy/vintage. In legacy it's 4, vintage is 8 from memory (I don't play vintage so I can't remember)
I like it personally, I would have no problems if people turned up with a higher proxy count - I just wanna play.
Green just got a shot in the arm with this artifact: Verdurous Gearhulk. Seriously, look at that card. All for 5CMC.

Yeah, Panharmonicon is insane. I expect the price to shoot off into the stratosphere, so all you out there buy 'em as soon as you can before the price falls outside the range of the Casual market!

EDIT: Ghirapur Orrery Any deck that gets greedy for land drops like 12post will love this card.
If you're liking the look of Depala, Pilot Exemplar, even though the vehicles so far look a bit underwhelming, buy a set of Dwarven Recruiter before they shoot up in price. They're only around $1 each right now.... it's not Goblin Recruiter, but hey, it'll still combo with plenty of things. Lurking Predators says hello.
Of note is that Tombstone Stairwell's cumulative upkeep is non-trivial. It's a slow card that needs a lot of lands and a lot of dead creatures, and it's not always practical to run the thing out on turn 4.
Exactly, that's half the reason why I've never really felt the need to use self-mill to satisfy it.
But Crypt of Agadeem isn't a card I own, might have to look into that! Thanks for the heads up Galspanic

^^^ This. Ooze, Hydra & Ancient are amazing in MP.
Another that (might) fit is Simic Manipulator, so long as you can load it up via Ancient or others.
I'd cut Brainstorm.
Cut Sylvan Carytid for Gyre Sage, or Rishkar, Peema Renegade if you have the budget.
Lands like Llanowar Reborn & Halimar Depths are good budget choices for simic.
Deadeye Navigator (build dependant) can work with evolve.
Hardened Scales perhaps?

I find Painful Quandary to be a nothing card. It's a great effect, but by the time it hits the game it's usually not all that effective.
