It makes sense to have a god and it's gizmo on different points on the curve I suppose so that the (until now) double-coloured cost of the utensil can more smoothly help the devotion to the god.
So Femeref Archers do two times more damage with their normal wooden bows than somebody wielding a legendary enchanted bow of a huntress God? Seems legit.

Good spot. That is such in line with what Mark Rosewater has been discussing in his articles and podcasts about having patterns on cards. Like he really wanted Griselbrand to cost 7, and how the modes of Primeval Bounty where not balanced on power just to make them all mention the number 3.
Hmm, the last mode makes me wonder wether the green god has some tutoring abilities, or perhaps some self-mill-into creatures? Like a Hermit druid (but the revealed cards don't go in the graveyard to avoid broken abuse by bad people).

If it is indeed confirmed that they are Horizon Canopyesque, that seems likely. Both versions are plausible I feel, but I doubt that there will be some sort of scry-then-check-land.
My guess is that the Theros duals enter the battlefield tapped regardless. And that the payoff is scry, either on ETB or through sack.
The problem with this would be turn 1 Elf or Gladecover, turn 2 take 6. I'm guessing they won't go there. It might not be too much, but it certainly could be too powerful.
So the point would be that you'd then have a smallish threat (a 3/3 on turn 2), which threatens to turn into a 5/5 if they try to remove it.
EDIT: And my question was: Would this work, or could you circumvent the intent by casting it for its bestow cost on an empty table, have it "die" as it has no legal target, and end up with a 5/5?
From the wording, I would guess that bestowing on an empty table would not work, as it is an aura spell, and thus it would be feasible to have bestow cost<casting cost.
About the Bestow-mechanic:
Since it says is an Aura spell, I guess it would need a legal target for this to be an option? For the previewed card, it would not matter, but if you had to have a target i place, that opens up the room for cheap mediocre auras that turn into large beasts.
