Mana rocks with Time warp for additional turns after enter, then if your deck is build right you'll have counter spells and bounce spells to stop anything from forcing you to draw, and then you drop omniscience and take infinite turns its clearly a win card and it has ended every match instantly because no one will be able to stop you by that time. Plus the deck shouldn't be focused around certain cards it should be focused around your commander and using her to your full potential, which means bringing cards that speed up her ability, there is so many possibilities that go along with her. and your really worried about any kind of removal, play some mana rocks and bring out teferi and then time warp very simple answers.
how would you have to build your entire deck around Enter the Infinite
Jhoira takes care of it just as fine, plus you draw your whole and you just win, there has never been a time where i haven't won once it goes off.
why would you use Decree? you already drew your whole deck and your better off using obliterate, then you just use omniscience to play every card in your hand if you really want
Hi, my name is Shawn, this is my current deck list for Jhoira of the Ghitu. I've been playing her for awhile and I've received hate from every person to ever play against her. This deck is explosive and has many different ways to bring you too an easy victory. 1v1 I'll rarely lose, Infect EDH is the only weakness just because you will only have a 10 life buffer instead of 40. I'm not a huge fan of writing a big post or going into big details, but I'm tired of seeing half built decks that don't use Jhoira to her full potential.
Cards that win no matter how early you suspend:
Ulamog- He speaks for himself, he's big, indestructible, and annihilator 4
Kozilek- Nets you 4 more cards for just casting with annihilator 4
Blightsteel- Trampling, Infect and Indestructible- tends too one shot someone
Omniscience- a deck filled with big fat spells, need i say more?
Enter the Infinite- I guess people have mix feelings about this, well with my current list, when this goes off its over. With only three lands in play, this deck is capable of taking infinite turns.
Utvara Hellkite- I like dragons and this guy spoke to me, he comes out swinging hard and never lets up, if they dont deal with him then it can get out of control in a few turns.
All the rest of the creatures are utility purposes to get into bigger things. Its all about getting through your deck quickly and effectively. I do run lower lands then normal but the ramp is insane.
I know i'm missing some really good lands and Mana Crypt, Mana Drain, but i just dont have the budget for those.

Some General tips if your planning on playing her:
Almost never play her unless your able to suspend something, otherwise your just wasting mana, which can be used for defense.
3-4 Land Hands are great starts with at least one thing to suspend.
Always suspend a Mass Removal Spell before your big creature.
Always have a smile, chances are your opponent(s) have no idea what your about to hit them with.
