If I may ask, what is your game plan against a WHOLE BUNCH of grizzly bears or storm crows?
Batterskull is probably better or at least more reliable than Sangromancer for gaining life.
Why no Sorin Markov? He seems efficient at killing at least one opponent and can even help mitigate some of the life lost by Chainer activations. His las ability can be useful in stick situations as well, by solving stalemates or outright killing other player with their own activated abilities. I can think of a few times where I have been in those draw go situations with two other players who are also waiting to draw the card that ends the game because he who blinks first loses and ultimately decides the outcome of the game. Sorin gives you the opportunity to avoid that. Plus, he's pretty easy on the eyes.

I pick a general at random from the stuff I've got on me. Take 38 lands, Sol Ring, and Mana Crypt. Then take 59 cards divided evenly between the colors of the general, selected at random from all of the cards I have sleeved up in that color (which is a lot, including a lot of random stuff that won't make most tuned decks, and lots of overly specific stuff like 1/1 evasive dudes for Edric). -

i think that'd change a lot on what cards you'd want and who to use as commander even. i have a zedruu rigged gifts/pseudo-mill that uses a lot of white spot removal (avenger en-dal, exile, luminate primordial, etc) that gives life to other players while giving away rigged gifts, and forces players to draw tonnes of cards to (kinda) mill 'em out.

"Regenerate" means "the next time this creature would be destroyed this turn, instead it isn't, tap it, and remove all damage from it." Since the first destroy prevents the event from happening, that means there are two other replacements waiting to be used. 2. All permanents you control count towards your devotion. Even though the other player is enchanted by it, you still control (and own, but that's irrelevant here since devotion only counts what you control) it. Weathered Wayfarer is good and I don't mind missing land drops after casting an epic spell so I should be able to get plenty of my utility lands with him in play.
I'll definitely have to look in to some more of the constellation cards for this deck. I had forgotten about most of them.
