I will also vote out both Vedalken Æthermage and add 2 Dimir House Guard. I'd like to stay with a blink theme. I'm trying to find creatures that would create a blink combo but cannot think of any for the life of me.
I'm voting out both underworld dreams. I think this card belongs in a deck that focuses on killing the opponent this way. If the triad actually lives to do anything I doubt we will have this card out to have it happen one time to be effective at all. Just my opinion.

Also, I added the cost of each to keep the deck around the suggested cost. We are at $68.03 currently. Please add the cost to added cards based on TCG mid pricing. Also, to keep the cost down, I used the TCH mid price for the commander 2014 sol ring.

I think that proliferate would be another option to get more counters.
EDIT: I just realized that the search, which is what will be utilized, is colorless. We can an island or two and some evolving wilds to get one if we need it.

Also, I would like to keep this on a budget. I think $100 or less by TCG mid pricing should be fine. Please discuss or suggest the best cards possible, but provide a budget alternative for those of us without expendable cash flows. I'll start with 24 lands at an even split between plains and swamps as I believe this could be a mana intensive deck.

Voting -2 for the Barren Moor. However, we need to add the basic lands still. I'm not sure how that works in the cutting phase.

However, I don't agree with voting out pain seer. We have many enchantments and if pain seer, teferi, and phenax all go, we will be left with 14 creatures which the enchantments need. I do think we need 2 more disciple but that is just my opinion. This is definitely based on inspired so I think duress needs to go. We have discard on inspired. You can't search for it (transmute/inspired) and I don't think it is necessary for this deck. - 4
