I'm not sure how it will work out, this is the first modern deck I have ever built and I am not very familiar with the format. I know that it should have a strong matchup against mill decks, however.
Hello! I have an extreme interest in World War II, however, I have never read any nonfiction books on the subject all the way through. I tend to find the books that I pick up to be too dry, too dense, etc. The only book I have spent any time with was The Rise and Fall of the Third Reich by William L. Shirer, and it held my interest some of the time, but it was way too long.
I am 19 years old and quiver at the idea of having children any time within the next 5 years. If I were to have children, I would definitely wait until me and my spouse both had at least a bachelor's degree before we made that decision.
However, I have a fairly major case of OCD and believe that it would be passed onto my children should I have any of my own. I believe that it is unethical to bring a child into this world with my problems. Therefore, if I do decide to have children, I will probably adopt. I am just genetically unfit to procreate on my own, at least I believe so at this point in my life.
If you're looking for cheap and effective, you can build an Extort deck out of nothing but Commons and Uncommons, with cheap common and uncommon control thrown in for giggles.
I do not think that you understand the combo that this deck is built around.
I used to play standard competitively. I used to spend lots of money on my decks and play to win every game. I have decided that I no longer want to play this way and I am going to try to build Standard decks as cheaply and as effectively as possible. So, I present: Budget Orzhov!
4 Godless Shrine
5 Plains
13 Swamp
Creatures (28)
4 Blood Artist
4 Bloodthrone Vampire
4 Cartel Aristocrat
4 Dark Confidant
4 Doomed Traveler
4 Plagued Rusalka
4 Tidehollow Sculler
4 Path to Exile
3 Tragic Slip
3 Immortal Servitude
3 Blind Obedience
3 Castigate
3 War Priest of Thune
2 Knight of Glory
2 Knight of Infamy
2 Extirpate
The idea is to run a lot of 2 drops in order to sacrifice a lot of creatures to Cartel Aristocrat and Bloodthrone Vampire, possibly Immortal Servitude them, sacrifice them again, and swing in for damage, as well as doing damage from Blood Artist.
I'm not sure how it will work out, this is the first modern deck I have ever built and I am not very familiar with the format. I know that it should have a strong matchup against mill decks, however.
Any suggestions?

That seems so obvious! I'm thinking:
-1 Debt to the Deathless
-2 Thraben Sentry
+3 Tragic Slip
I'm also thinking:
-2 Bone Splinters
+2 Altar's Reap
Card advantage is going to be important against aggro.
EDIT: I have updated the main deck and added a sideboard.
I do not think that you understand the combo that this deck is built around.
Use Blood Artist early game and Tithe Drinker to extort and keep yourself alive. Bring out Cartel Aristocrat or Bloodthrone Vampire to sacrifice many low-cost creatures to, use Immortal Servitude to bring them all back and sacrifice them again, using Blood Artist to deal massive damage.
4 Orzhov Guildgate

8 Swamp

4 Doomed Traveler
4 Bloodthrone Vampire

4 Lingering Souls
3 Immortal Servitude
3 Tragic Slip
3 Duress

Any suggestions to alter the main deck or, more importantly, to create a sideboard is appreciated!
