I used to have a good win rate VS it with my heliod and niv parrun decks but it find it hard to beat with Kiora. It's hard for our three decks bc there are not many ways to deal with pw and also our commanders don't have a high board impact, they are more for a long game.
It also sucks that golos is just as powerful as a board pressence as he is if you kill him. You have to play frogify or something just to keep him dead but then that means you can't attack which sucks. He also gets all the best spells which you can say the same for niv but at least he has mana restrictions.
I don't think Oko will get banned in Modern (and I'm speaking as a Modern player). He's too vulnerable to immediate hard removal like Assassin's Trophy and Abrupt Decay (he makes a Food token immediately quite often), the counterspells and targeted discard in Modern nab him quickly and harshly enough (heck, Mystical Dispute has risen in maindecks)
Perhaps I am missing something here, but the cards you mention are also legal in Pioneer so why were Pioneer decks having such a difficult time against this particular planeswalker? Trying to use Thoughtseize and Negate were not good enough against other decks? Caveat: I have not played a game of MtG in about a year so there may be nuances I am missing.
Certain decks do have an easy answer but others, like ur emerge, mono white aggro, etc. Don't have the urgency to race it or have any good removal against it. This would just polarize the format.

Yes. We are looking for the colored mana symbols here. If there are none present, like on Urborg, Tomb of Yawgmoth, then it is not colored even if it creates or interacts with something of color.

I think a split between wheels and storm would be a good idea. The wheels can help fill of a large past in flames or yawg will while also providing some synergies with Glint-Horn or bone miser. With this in mind it may be cool to helm Anje as they can play a slow resource generation game with squee/similar while also helping to fill the grave for a big turn.
Another good commander may be xantcha as she let's you draw a lot. Malfegor can serve as a board wipe and chainer can ensure vital creatures, like guttersnipe, stay out and about.
If you are already over the commander sets then EDHRec is a good site for newer players to EDH. It provides a lot of options for each commander including deck lists and pricing options so that you don't have to play into the idea that expensive is best. After you start playing you will notice power cards and similarities and such, and its probably a good idea to pick up those cards.
Example: Eternal Witness, Board wipes, swords to plowshares, draw and card selection spells, 2 mana ramp rocks, etc.
There are lots of videos and podcasts that can offer perspective about EDH but tbh youll have to decide how competitive you want your decks to be. Just play make a deck and play around is the only real advice I can stand behind, its how the format evolved to where it is now.
It shouldn't be too expensive to build a budget Rafiq deck if you want to try it out. Most of the exalted card are not really played too much and the most expensive thing that you dont need but would be cool to have is the Sword of X and X. I've played decks without "power" cards like Rhystic Study, Oracle of Mul Daya and Seedborn Muse for years and I still win. It really depends on your play environment.

Umm... If I could continue a bit with recommendations. There are two recently new commanders that are both incredibly powerful and can be built cheap while retaining said power. They are:
They both have a cheap mana base, can rely on cheap Commons and uncommons for their main theme (sacrifice or ramp), and have built in advantage engines. Issues are they themselves cost a chunk and others may dislike you for playing something so powerful but you can design these decks with a lot of flexibility after you have your main engine built.
They had sealed for theros.
