Vesuva isn't usually very good for copying lands you intend to sacrifice and recur, since it CIPT. (Thespian's Stage is in a similar spot, since copying something requires :2mana:, :symtap:.)
Rather, think about copying lands that you want to keep in play as long as possible, or having multiples of is useful.

Maybe I'm lucky enough (beginner's luck), but in the 2 times it was used against me it wasn't the blowout I'd expect from a land with such fame. Until that happens and I see the "hidden force" of Ruins, it stays on my "danger watchlist".
On the other hand, Maze of Ith took certain victory from my hands more times than I'd expect. And Urborg/Tabernacle screwed up everyone pretty bad, myself included, in games with 4 and 5 players respectively.

I try to only destroy the lands that doesn't produce mana and are just annoying, though there can be exceptions to this rule.
Using other ways to get rid of them while also impacting the board on other ways is still better than just pure MLD. I used mainly Destructive Force for this.
I usually don't expect tournament-caliber decks in the just for fun room. I never saw this deck (can't click the link, at work) but the card itself looks very casual and fun to build around, for me.
The rage quitting is expected, not the insult. That is a good reason to block those players.
You can play any commander in a budget, you just have to scale the power in the cards available to you. For instance, if Primeval Titan is too expensive, try replacing it with Ondu Giant. Don't want to get Mana Crypt ? Try Thran Dynamo.
Or you can try cards that are more budget friendly and more adequate to your deck. Hymn to Tourach is expensive, but you can use Syphon Mind or Liliana's Specter if you have better ways to abuse them.
Of course, you can't expect the power level to stay the same, but it's a fine solution, and it's been working for me.
I think "noir" is just a cinema style, like comedy or action, and it would be a too much open field to build. But if you think it in a real life law X outlaw by the 40/50's I think you should narrow the process in a few ways:
-the corrupt part of the law was always there, which cards represent them ?
-the "good vs evil" concept is applicable in cards ?
-how to represent the way of life of that age in another fashion, world and time ?
I wouldn't recommend City of Brass myself (especially for a 2-color deck; there are plenty of lands that will flat out produce B or G, there's no need to take damage for it).
Shizo doesn't seem worthwhile; Glissa isn't going to get there with general damage very quickly most of the time, and first strike deathtouch means she'll go unblocked many times anyway.
Dryad Arbor doesn't seem especially useful, since you don't have much in your list to leverage it, and it'll just die to creature sweepers -- if you want a land creature, go with something that can animate temporarily, like Treetop Village. Dryad Arbor could get you the play of T1: Forest, Green Sun's Zenith->Dryad Arbor, T2: Swamp, Glissa... but you don't have GSZ and that's a pretty tight play for something of marginal utility (Glissa doesn't serve very much purpose without opponents' creatures to kill).
The rest looks solid.
Thanks. I'm considering Shizo here because I'm also considering going a little voltron for 1-hit-kill with Glissa+Grafted Exosqueleton+Inquisitor's Flail. I tried this combination before and it can be really sick. It's still uncertain for me though.
On City of Brass, I can see your point here, I just think it's another option for openings where I don't have enough colored lands. Is 1 damage really that dangerous ?
No reason to run GSZ on this build, so no Arbor, you're right. MAYBE if I try with Yavimaya Dryad AND Skullclamp.
Also Buried Ruins saved some key artifacts on my yard from many Relics/Rest in Peace/Necrogenesis before. It's a nice backup for Glissa that generally goes under the radar, no big reason to take it out.
On Urborg/Coffers, well....I never played with them and I always hear they ramp capabilities, so I want to try.

The thing is, I'm more concerned about enemy lands like Karakas or Riptide Laboratory. I don't have any specially good lands to copy and keep using.
And since I can use Crucible/Loam to recur, what lands could be good do copy in this kind of deck ?
I'm actually getting most of them, or already use them. Not the expensive duals/land destruction for now. I'll get them in a few months.
