Do y'all expect a reprint of Scapeshift, or should I buy them right now in their 20s? Is it that kind of card that would jump if it weren't spoiled?

I would say to start looking at auctions on eBay or add them to your cart on TCGPlayer and immediately order them Friday morning if they aren't in the Image Gallery on Wizards site.

I guess it would be helpful to know what you think should happen. From what I can tell by the information provided, you would end up with 1 trigger to give your opponent's creatures -1/-1. This is from the Silumgar that is declared as an attacker. Creating a copy from Flamerush will not add another trigger because the copy was not declared as an attacker.
Basically nothing happens. You create a copy of Silumgar, but its ability won't trigger because wasn't declared as an attacker. Instead, it is put onto the battlefield already attacking, so this bypasses its trigger condition. You will also have to put one Silumgar (either the original or the token) into the graveyard due to the legend rule.
So, the end result is that you will end up with one Silumgar and one trigger; the same as if you didn't copy Silumgar at all.
Can I equip Sword of Fire and Ice on a blue creature? Or would doing so cause the equipment to call off due it having protection from itself?
Sword of Fire and Ice grants the equipped creature protection from Blue. It won't make the Sword fall off because it is not blue. It is colorless. It doesn't matter that the creature is blue.
Yes, it looks like you can do that. As you mentioned, it doesn't target so you can activate the ability without legal targets. Then, when the ability resolves, you will be unable to make a choice, but Ashiok will have already died at this point.
Every day that passes without Serum Visions, Remand, and Damnation being spoiled, I get a little closer to giving up on everything and crying in the fetal position.
I doubt that Remand or Damnation will be reprinted in MM2 and don't see why people expect them to be.
I agree Damnation is unlikely due to the Judge Foil printing, but why would Remand be omitted? A $14 uncommon that sees heavy play in Modern seems like it should be top of the list to reprint in a set like this.
I agree that the mana cost seems fine, especially since it is a temporary effect. The main issue I can see is in multiplayer (or Mirror Gallery). While it is unlikely to happen, 3 SolVaults cause a loop that could draw the game if no one can, or wants to, break the loop.
For example, The battlefield consists of all lands and a creature.
Player 1 plays SolVault, so now only SolVault is on the battlefield (besides lands).
Player 2 plays a SolVault, exiling the current SolVault and bringing back the creature.
Player 3 plays a SolVault, exiling the current SolVault and the creature and brings back Player 1's SolVault.
That one exiles the Player 3's SolVault to bring back player 2's SolVault, which exiles Player 1's SolVault to then bring back Player 3's SolVault and so on.
The easiest remedy is to use Detention Sphere's template and specify it exiles all non-land cards not named SolVault. It doesn't allow for the use of SolVault as an answer to itself as Jetvans suggested, but it eliminates the possibility of a loop.
If Emrakul is #3, the only potential cards that could be #1 and #2 are All is Dust and Eldrazi Conscription

A spell with bestow is either a creature or an Aura on the stack. It is never both. Ending the turn moves you into the cleanup step. There is no way (that I am aware of) to skip the cleanup step. See the Gatherer rulings on Time Stop.
Also, the wording on the effects that allow you to "play a land" should to be "put a land into play".
