It is possible that they just want to stir up speculation. If there is no connection to phyrexia it's a pretty poorly named card. All Ichor cards are related to phyrexia including Ichor Slick which is probably the remnants literal dead body of Yawgmoth in Urborg if you look at the art. It's a vanity name for the glistening oil referencing the fact that the blood of the "god" Yawgmoth runs through his phyrexian creations. Outside of MTG, Ichor has nothing to do with oil and usually has to do with bodily fluids.
I find that the best thing to do is to resolve as much as possible as if that player was still there when someone concedes on another players turn. Playing a 4 player game and a player concedes with Kokusho,the Evening Star on the stack? Gain 15 still. Someone concedes with no blocks during combat when you have Sword of Fire and Ice? Draw a card and ping that Grand Abolisher the other player still in the game has. If they conceded just to try to mess up your strategy over some salt, don't let them have it.
Yeah, where are the buildings? How can we see a completely serene and vacant sky? This feels like core set art. Though if part of the war involves planehopping or ambushing the eternal army prior to a Ravnica conflict, I could see this being a possible fit?

It would be a very different card if it was the active player. Not necessarily worse, but it would reward the controller for paying life and double punish other people for paying life. Could be a cool card to make some day.
Did cyberium_neo have it right the first time? Does each opponent lose life equal to the life lost by the active player that turn or that the opponent themselves lost? My guess would be the active player, so Necropotence would work as a combo
Just like we know on a Forest that even though it no longer T:add G to you mana pool and just has a big tree on it Wastes just has a <> and all sources that used to have t: add one colorless mana to you mana pool will now just have t: add <> to you mana pool
