I probably should take the time to point out that I'm probably not great at analyzing things from a Draft point of view.
Anyways, I presume there will be volvers for black, red and green? I found the choice of bringing back Reinforce unusual, but the two volvers you have do a lot of work towards making reinforce very exciting.
The manafixing seems alright. The dual lands are interesting. The changes to how Rebels and Mercenaries function is quite interesting. The Rebels have some nice cards to support their primary effect. Mercenaries are a little less exciting, with less obviously synergistic cards. On the other hand, they don't have to sacrifice anything to get there compared to the Rebels, so it probably evens out.

Ah, there it is at last. Priceless seems intriguing, though it calls to mind a quality of the spell rather than making a mana producing token. Might need a more interesting card to sell it.
Suspicious Bargain amuses me. I wish it could be worded in a way that enables Ink-Treader Nephilim shenanigans, but uncounterable stuff and the Eldrazi titans already get mileage out of it.
(I presume the infinite combo doesn't have to be game winning on its own (that is to say, not necessarily infinite damage or mill) but that it just needs to a demonstratably infinite loop of actions. Presumably a useful loop of actions.)

PS: How do I add color indicators?
A 6/6 flyer for 4 is a bit dull by miracle standards, and I wish this had some kind of protection because of that. I do appreciate that the worst case scenario of it being in your opening hand isn't too awful. It'd likely be easier to appreciate if the ability wasn't a Forecast though and could instead be done anytime (though the flavor of Forecast here is nice.)

Forestsguy: This feels rather strong outside of an energy deck. I dread to imagine how broken it would be IN an energy deck.
Phyrexian Editor: Kind of wish the energy requirement scaled like the mana cost on Prototype Portal. Other than that, the flavor is lovely.
StonerKruphix: Certainly a strong finisher card, though I think it could be rare. On its own, it's generally worse than Overrun, but with energy...
Mergatroid_Jones: I feel like this would be printed at rare, but it is interesting. Curious to see if this is breakable.
Necarg: That's an RG giant that cares about energy alright. Seems fair
RyuumiGaroukuni: I like this angel. Honestly it could have been monowhite, but there's nothing wrong with it being WB
mirrislegend: Definitely an interesting option. Can produce massive amounts of energy, and let you recover some life if needed.
It seems this challenge suffered from some misunderstanding. "no two of which have ever appeared together on a card" means that for Type1, Type2, Type3, there are no cards that are Type1/Type2, Type1/Type3, nor Type2/Type3.
