I think the most recent confirmed "What is it like now" look to Kamigawa was in Agents of Artifice, where we saw small parts of the Kamigawa wilderness and a lot of the swamp. And they were largley unchanged. That's not to say that the rest of the world was the same, however.
Scion of Ugin was originally an artifact creature but creative protested because the people of Tarkir are not supposed to be able to artificially create dragons. Add this to the pile of evidence that Sarkhan's Form of the Dragon was learned off-world.
There's no way they're going to shift a Planeswalker character into a new color without explaining why. I expect Sarkhan will get an Uncharted Realms in a few weeks.
If they stay on one plane mostly, it defeats the purpose of them being Planeswalkers in the first place.

But its clear within the fluff of the story that dragons don't see themselves as villains.
Except the Silumgar.
They're just jerkbutts.
Humans being the audience is the reasoning, even if it makes less sense in the fluff.
If it' any consolation, Silumgar is using Tasigur's old throne room.
